A.
Ward One. All that part of the City located
south of the Missouri River and east of Jefferson Street, bounded
on the south by East Eleventh Street between Jefferson Street and
Sunnyside Street, bounded on the south by Blue Jay Drive between Sunnyside
Street and Highway 47, and bounded on the south by Busch Creek between
Highway 47 and the east City limits, and bounded on the south by Highway
100 between International Avenue and the east City limits.
B.
Ward Two. All that part of the City located
south of Ward One and south of Fourteenth Street, north of Highway
100 between Jefferson Street and Highway 47 and bound on the east
by Highway 47 to the east and south City limits.
C.
Ward Three. All, that part of the City
lying south of Ward Four bounded on the north by Eighth Street between
Jefferson Street and High Street, and south of Fifth Street between.
High Street and West Highway 100, to the south City limits, all that
part south of Ward One, west and north of Ward Two, between Jefferson
Street and on the east by Highway 47, and all the part lying south
of Highway 100 bounded on the east by Highway 47 and west by the City
limit and bounded to the south by the City limits.
D.
Ward Four. All that part of the City located
south of the Missouri River bounded on the east by Ward One, bounded
on the south by Eighth Street between High Street and Jefferson Street
and bounded on the south by West Fifth Street between High Street
and West Highway 100 west to the west City limits.

A.
The following officers shall be elected
by the qualified voters of the City: Mayor, City Attorney, and Municipal
Judge. The term of office for each of the officers shall be two (2)
years, except the office of Mayor, which shall be a four-year term.
All officers shall hold office until their successors are duly elected
and qualified.
B.
From and after the first Tuesday after
the first Monday in April 1896, and every two (2) years thereafter,
an election shall be held for the purpose of electing the above-named
officers, with the exception of the Mayor, who shall be elected every
four (4) years.

On the first Tuesday after the first
Monday in April in each year, an election shall be held in each ward
of the City for the election in each of the wards of one (1) member
of the City Council, and the person so elected shall hold their office
for two (2) years next ensuing their election.

The Mayor shall cause to be prepared
and shall sign and issue commissions to all officers duly elected
who have received certificates of election.

A.
A person desiring to be a candidate for
public office to be filled by election in the City of Washington,
Missouri, shall file with the City Clerk for the City of Washington,
Missouri, a declaration of candidacy stating the candidate's full
name, residence address, office for which he/she proposes to be a
candidate, and that he/she is qualified to hold that office.
B.
The declaration of candidacy form is on
file in the City Clerk's office.

A.
Filing Of Declarations—Establishment
Of Time. Declarations of candidates for election to the elective offices
of the City of Washington shall be filed with the City Clerk of the
City of Washington, beginning at 8:00 A.M. Washington, Missouri, time
on the first date declarations are permitted to be filed under applicable
law of the State of Missouri and the City of Washington.
B.
Filing Of Declarations—Procedure.
1.
All candidates for election to the elective offices of the City of Washington, desiring to wait in line to file declarations at the time and place designated in Subsection (A) above, shall wait in line at the north door of the City Hall, 405 Jefferson Street, Washington, Missouri, 63090.
2.
Filing of declarations of candidates
for election to the elective offices of the City of Washington, shall
be accepted in the order in which they are presented to the City Clerk
of the City of Washington.
3.
Candidates desiring to wait in line
to file declarations for elections to the elective offices of the
City of Washington, may appoint an agent to maintain their place in
line; provided, however, the candidate must personally appear in the
office of the City Clerk of the City of Washington to file his/her
declaration.

The City Clerk shall cause to be
preserved in his/her office all declarations of candidacy filed therein
under the provisions of this Article for a period of one (1) year.

Names of candidates for each office
shall be placed on the ballot in the order in which his/her declaration
is filed with the City Clerk.

A.
At least ten (10) days before an election
to fill any City office, the City Clerk shall cause to be published
in two (2) newspapers published in the City the names of candidates
to office filed in his/her office. He/she shall make not less than
two (2) publications in each of such newspapers before the election,
one (1) of which publication in such newspapers shall be upon the
last day upon which such newspapers are issued before the election.
B.
The list of names of candidates published
by the City Clerk shall be arranged in the order and form in which
they shall be printed upon the ballot.
C.
The City Clerk shall not include in the
publication to be made, according to this Section, the names of candidates
whose declaration of candidacy shall have been filed in his/her office,
who shall have notified him/her in writing signed and sworn to before
a notary public, that he/she is withdrawing his/her declaration of
candidacy. The names of such candidates shall not be included in the
names of the candidates to be printed in the ballots as hereinbefore
provided.

A.
No City Officer and no candidate for any
elective City office shall be appointed a judge of any municipal election
or serve as such, and no person shall be considered a candidate within
the meaning of this Section unless he/she shall have been announced
as such, either by himself/herself or others, previous to the opening
of the polls.
B.
No person shall be qualified to act as
a judge of any election unless he/she shall be legally entitled to
vote at the election and shall moreover be able to read and write.
