A. 
The Municipal Court of the City of Washington, Missouri, is hereby abolished effective December 31, 2017.
B. 
From and after January 1, 2018, all violations of the municipal ordinances of the City of Washington, Missouri, shall be heard and determined by an Associate Circuit Judge of the 20th Judicial Circuit.

A. 
In addition to any fine that may be imposed by the Municipal Judge there shall be assessed as costs in all cases the following:
1. 
Cost of Court in the amount of fifteen dollars ($15.00).

2. 
In all cases, costs for the training of Police Officers in the amount of three dollars ($3.00).

3. 
Court cost of seven dollars and fifty cents ($7.50) for the Crime Victims' Compensation Fund.
4. 
Other costs, such as for the issuance of a warrant, a commitment or a summons, as provided before the Associate Circuit Judge in criminal prosecutions.
5. 
Actual cost assessed against the City by the County Sheriff for apprehension or confinement in the County Jail.
6. 
Mileage, in the same amount as provided to the Sheriff in criminal violations, for each mile and fraction thereof the officer must travel (both directions) in order to serve any warrant or commitment or order of this Court.
7. 
There shall be assessed, in addition to all other costs authorized by law, jail fees against all persons who plead guilty to, or are found guilty of, a municipal ordinance violation when such person has been incarcerated in the City of Washington, Missouri, Jail or the Franklin County Adult Detention Center. For each calendar day or fraction thereof that such person is incarcerated, the jail fee shall be fifty dollars ($50.00).
8. 
From and after January 1, 2018, there shall be assessed, in addition to all other court costs, the sum of seven dollars ($7.00) for the Court Automation Fund.

B. 
Inmate Prisoner Detainee Security Fund.

There is hereby assessed a surcharge of two dollars ($2.00) as costs in each court proceeding, including an infraction and violation of a municipal ordinance; except that no such fee shall be collected in any proceeding when the proceeding or the defendant has been dismissed by the Court or when costs are to be paid by the City.
2. 
Notwithstanding any other provision of law, the moneys collected pursuant to the provisions of this Subsection shall be collected and disbursed in accordance with Sections 488.010 to 488.020, RSMo., and shall be payable to the City Treasurer of the City of Washington.
3. 
The City Treasurer shall deposit funds generated by the surcharge into the Inmate Prisoner Detainee Security Fund. Funds deposited shall be utilized to acquire and develop biometric verification systems and information sharing to ensure that inmates, prisoners, or detainees in a holding cell facility or other detention facility or area which hold persons detained only for a short period of time after arrest or after being formally charged can be properly identified upon booking and tracked within the local law enforcement administration system, criminal justice administration system, or the local jail system. Upon the installation of the information-sharing or biometric-verification system, funds in the Inmate Prisoner Detainee Security Fund may also be used for the maintenance, repair, and replacement of the information-sharing or biometric-verification system, and also to pay for any expenses related to detention, custody, and housing and other expenses for inmates, prisoners, and detainees.

Whenever any motor vehicle without driver is found parked or stopped in violation of any of the restrictions imposed by ordinance of the City or by State law, the officer finding such vehicle shall take its registration number and may take any other information displayed on the vehicle which may identify its user and shall conspicuously affix to such vehicle a uniform parking ticket for the driver to answer to the charge against him/her within seven (7) days during the hours and at a place specified in the parking ticket.

A. 
Any person charged with violation of a traffic ordinance or regulation pertaining to a non-moving violation, except for violation of Section 350.060 and except as set forth herein, upon acceptance of appearance, waiver of trial and plea of guilty shall be fined ten dollars ($10.00) without any court cost.
B. 
Any person charged with violation of Schedule V of the Code of the City of Washington, Missouri, prohibiting stopping, parking or leaving standing any vehicle for more than two (2) hours in certain locations in the City of Washington, Missouri, shall upon acceptance of appearance, waiver of trial and plea of guilty be fined ten dollars ($10.00) without any court cost for parking between two (2) and four (4) hours, fifteen dollars ($15.00) without any court cost for parking between four (4) and six (6) hours, twenty dollars ($20.00) without any court cost for parking between six (6) and eight (8) hours and twenty-five dollars ($25.00) without any court cost for parking over eight (8) hours.
C. 
Any person charged more than three (3) times within any six-month consecutive period of violation of Schedule V of the Code of the City of Washington, Missouri, prohibiting stopping, parking or leaving standing any vehicle for more than two (2) hours in certain locations in the City of Washington, Missouri, upon acceptance of appearance, waiver of trial and plea of guilty shall be fined fifty dollars ($50.00) without any court cost for the fourth and subsequent violations.
