"Improvements" shall include any structural, material or physical change incident to servicing or furnishing facilities for the site such as, but not limited to, the demolition of structures, removal of trees and other vegetative cover, grading, the installation of street pavement, curbs and gutters, driveway approaches, sidewalks, multipurpose trails, traffic signals and/or other off-site roadway improvements, water mains and lines, sanitary sewers, storm sewers, culverts, bridges, detention facilities, outfall structures, lakes, waterways, canals, permanent street monuments, street trees, landscaping or any other improvements required or deemed necessary with the approved construction site plan.
*For residential plans, the fee shall be 2% of the construction estimate less submittal fee ($50.00/page for first submittal only, capped at $4,500.00 on the per-page fee).
*For commercial plans, the fee shall be 2% of the construction estimate less $200.00 submittal fee for first submittal only ($200.00 minimum).

Construction estimate shall reflect pricing based on the O'Fallon progression for the St. Louis County Design Criteria Manual, Construction Cost Index.
