Passing of ordinances shall be completed as required by Section 79.130, RSMo., or any future State laws that may direct procedure in passing of City ordinances.

All measures designed to become ordinances shall be by bill, with a proper title expressing the subject upon which the bill designs to legislate, and shall be in clear and unambiguous language.

Each Section of ordinances enacted by the Board of Aldermen shall be appropriately numbered.
