The City shall establish and maintain a certificated airport to be known as Salem Municipal Airport. All ordinances of the City shall be in full force and effect within the boundaries of the airport. The airport boundaries are hereby defined as including all real property owned, leased, or controlled by the City for airport purposes

As used in this Chapter, the following terms shall be defined as designated:
AIRPORT
The Salem Municipal Airport.
BOARD
The Airport Advisory Board.
BOARD OF ALDERMEN
The Board of Aldermen of the City of Salem, Missouri.
CITY
The City of Salem, Missouri.
CITY ADMINISTRATOR
The City Administrator of the City of Salem, Missouri.
COMMERCIAL ENTERPRISE
Any activity for which a payment or charge shall be made.

The position of Airport Manager is hereby established. The manager shall be an employee of the City and shall be selected by and be immediately responsible to the City Administrator and may be dismissed or removed by the City Administrator.

A. 
The manager shall have immediate charge of activities at the airport. The duties of the manager shall include, but not be limited to:
1. 
Managing the airport's business operations and financial functions;
2. 
Promoting the development and efficient utilization of airport properties;
3. 
Enforcement of all Federal, State and municipal laws and regulations at the airport;
4. 
Supervision of all City employees at the airport.

The City Administrator, after consultation with the Airport Advisory Board, may propose rules and regulations for the operation and use of the airport. Such rules and regulations and amendments thereto shall become effective upon the approval of the Board of Aldermen by ordinance and shall be posted in a conspicuous place or places at the airport. Violation of such rules and regulations shall be unlawful.

A. 
There shall be an Airport Advisory Board composed of eight (8) members. Six (6) members shall be appointed by the Board of Aldermen to serve without compensation for a term of two (2) years. Terms may be staggered in years as the Board of Aldermen directs. These members shall be persons deemed by Board of Aldermen to be especially interested in and familiar with the subject of aviation. One (1) member of the Board of Aldermen and the City Administrator shall serve on the Board.
B. 
Any Board of Aldermen appointed Board member may be removed for any reason by the Board of Aldermen. Vacancies in Board of Aldermen appointed positions shall be filled by the Board of Aldermen for the unexpired terms.

The Board shall make a continuous study of airport needs and of aviation in the area, and shall make recommendations to the Board of Aldermen for the development and use of the airport. During June of each year, the Board shall select a secretary who shall keep a record of its activities and action, a Chair who shall be the Presiding Officer of the Board, and a Vice Chair who shall preside in the absence of the Chair. The Chair and Vice Chair must be members appointed by the Board of Aldermen. The Board of Aldermen member and City Administrator shall not vote.

The Board shall hold regular meetings at such times as it shall fix, and other meetings at the call of the Chair. The City Administrator and Board of Aldermen member shall receive notice of all meetings of the Board. A quorum for the transaction of business at such meetings shall be a majority of the duly appointed voting members of the Board.

The City of Salem, Missouri shall accept and execute the airport aid agreement with the State Highway and Transportation Commission of Missouri for the purpose of improving the Salem airport.

The City of Salem, Missouri does hereby ratify and adopt all statements, representations, conditions, and covenants contained in the airport aid agreement.

The Mayor is hereby authorized and directed to execute said airport aid agreement in quadruplicate on behalf of the City of Salem, Missouri, and the City Clerk is hereby authorized and directed to impress thereon the official Seal of the City of Salem, Missouri, and to attest said execution.
