The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance of any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance of any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

No person shall park a motor vehicle or trailer licensed for over twelve thousand (12,000) pounds on Pershing Avenue between Highway 32-72 East and Tenth Street.

No person shall park a vehicle licensed for more than twenty-four thousand (24,000) pounds nor a disconnected trailer of any size on the west side of Babb Lane beginning eighty (80) feet south of the south right-of-way line of Missouri State Highway 32-72 and continuing south to the end of Babb Lane. Any person violating the provisions of this Section shall, upon conviction, be punished by a fine not exceeding ten dollars ($10.00).

No person shall stop, stand or park a motor vehicle on the west side of Highway 19 North beginning twenty-four (24) feet south of the corner of West Sixth Street and Highway 19 North.

A. 
Certain key streets within the City are designated emergency "snow routes" during periods of adverse weather conditions, including, but not limited to, snow and ice. They are so designated to facilitate the movement of traffic, especially emergency vehicles such as police, fire and ambulance or other emergency vehicles as needed.
B. 
No motor vehicle of any kind can be parked on a street designated as an emergency "snow route" anytime there is an accumulation of snow or ice, no matter how great or small the accumulation, or at other times when so designated by the Superintendent which as cognizance of the City's Street Division or the Chief of the City's Police Department.
C. 
The Superintendent or the Chief of Police, in declaring emergency "snow routes" in effect at times other than during the accumulation of snow or ice, shall cause their declaration to be disseminated to as large a number of people as practical through the use of radio, television or newspapers.
D. 
Any motor vehicle parked in violation of this Section shall be towed away at the expense of the owner or owners, or, if towing is not practical, shall be sited for a parking violation.
E. 
The streets listed in Schedule VIII, Table VIII-B within the City are hereby designated as emergency "snow routes" and shall have priority over other streets for the clearing of snow and ice or other materials, damage, etc.
