There is and shall be a plan and agreement with the Office of Administration, Division of Accounting to provide the benefits of the system of Federal Old-Age and Survivors' Insurance as authorized by the Social Security Act Amendments of 1950, and by Sections 105.300 through 105.445, RSMo., and amendments thereto, as the same may be now and hereinafter in effect; the Board of Aldermen are further authorized and directed and empowered to execute agreements, modifications and amendments thereof with the State agency, providing for the extension of such benefits to employees and officials as set forth in plans and agreements from the inception of the plan and agreements after approval by the State agency.

The appropriate City fiscal officer shall provide for and shall deduct monthly from the wages of all City employees and officials under the plan and agreement referred to in Section 115.460 the amount of the participant's contributions to the Federal Old-Age and Survivors' Insurance system as determined by applicable State and Federal laws and by the plan and agreement and as provided by ordinance; the aggregate of the amount of such deducted contributions are to be paid into the contribution fund created by the Sections 105.300 through 105.445, RSMo.

There hereby is and shall be appropriated, and timely paid, from the General Fund of the City, the amount of money necessary to pay the City contribution for the employees and officials to be benefited under the plan and agreement and appropriate laws effectuated under Section 115.460 and all modifications, amendments and supplemental agreements provided for in this Article.

The City, during the effective period of the plan and agreement referred to in Section 115.460 and the modifications and amendments and supplemental agreements, shall comply with appropriate regulations herein provided for, and shall keep and make records and reports, and provide such methods of administration as may be required by law, rules and regulations now or hereinafter in effect with reference to the Federal Old-Age and Survivors' Insurance benefits for City employees and officials.

For the purposes of this Article and the plan and agreement referred to in Section 115.460, the City Clerk shall be administrative officer of the City, and the official address therefor shall be City Clerk, City of Town and Country, 1011 Municipal Center Drive, St. Louis, Missouri 63131.
