The City Traffic Engineer, or his/her designated representative, is authorized to place markers, buttons, or signs within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersection, and such course to be traveled as so indicated may conform to or be other than as prescribed by law or ordinance.

The City Traffic Engineer, or his/her designated representative, in cooperation with the Chief of Police, is authorized to determine those intersections at which drivers of vehicles shall not make a right turn, left turn or U-turn, and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs or they may be removed when such turns are permitted.

No person shall disobey any arrow, whether painted on the pavement or displayed on a sign, or any sign at an intersection directing any vehicle in his/her lane of traffic to either turn at the intersection in a particular direction or continue in the same course of direction that he/she was traveling when approaching the intersection.

Whenever authorized signs are erected indicating that no right turn or left turn or U-turn is permitted, no driver of any vehicle shall disobey the directions of such sign.

The driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction upon any street in a business district and shall not upon any other street so turn a vehicle unless such movement can be made in safety and without interfering with other traffic.
A. 
No person shall stop or suddenly decrease the speed of or turn a vehicle from a direct course or move right or left upon a roadway unless and until such movement can be made with reasonable safety and then only after the giving of an appropriate signal in the manner provided herein.
1. 
An operator or driver when stopping, or when checking the speed of the operator's vehicle, if the movement of other vehicles may reasonably be affected by such checking of speed, shall extend such operator's arm at an angle below horizontal so that the same may be seen in the rear of the vehicle;
2. 
An operator or driver intending to turn the operator's vehicle to the right shall extend such operator's arm at an angle above horizontal so that the same may be seen in front of and in the rear of the vehicle, and shall slow down and approach the intersecting highway as near as practicable to the right side of the highway along which such operator is proceeding before turning;
3. 
An operator or driver intending to turn the operator's vehicle to the left shall extend such operator's arm in a horizontal position so that the same may be seen in the rear of the vehicle, and shall slow down and approach the intersecting highway so that the left side of the vehicle shall be as near as practicable to the center line of the highway along which the operator is proceeding before turning;
4. 
The signals herein required shall be given either by means of the hand and arm or by a signal light or signal device.
B. 
Violation of this section shall be deemed a class C misdemeanor.

A. 
Where left turn bays have been provided, no motorist shall drive his/her vehicle within the turn bay except to make a lawful left turn.
B. 
Where center left turn only lanes have been provided, no driver shall enter the center left turn only lane without immediately thereafter turning left except to avoid an immediate obstruction in the through lane of travel. It shall be unlawful to use these lanes as through driving lanes.
