As used in this Article, an "athletic tournament" shall include, but is not limited to, any activity in which individuals or teams participate in a competitive event, or a series of competitive events, relating to any sport or athletic skill, excepting, however, any private club intramural competition between individuals or guest teams representing sports clubs or other athletic clubs within the metropolitan St. Louis area.

A. 
Any person, or any agent, member, servant or employee thereof, who gives, sponsors, presents or performs any of the following events hereinafter set forth shall obtain a license from the City Clerk no later than three (3) days prior to the commencement of such events:
1. 
Any exhibition, show, circus, performance or event for public amusement;
2. 
Any athletic endeavor, game, match, exhibition or sporting event, whether professional or amateur, which is open to the public for review, whether admission is free or not, including, but not limited to, athletic tournaments, exhibitions, shows, matches or games, and other like events, whether or not so designated by the sponsor.

The fee for the license required by Section 615.020 shall be two hundred dollars ($200.00) per day for each day such event shall take place, except, however, that if such event set forth in Section 615.020 has a charitable or religious purpose, then the fee for such event shall be one dollar ($1.00) per day for each day that such event is to take place.

No person or any agent, member, servant or employee thereof may sponsor, give or present more than six (6) exhibitions, shows, performances, sporting events, or athletic tournaments within each calendar year, whether or not the purpose of such tournament is religious, charitable or otherwise.

The licenses provided for in this Article are not intended to be in addition to any license required under Chapter 605, but rather in lieu thereof. Therefore, where the provisions of this Article are in conflict with Chapter 605, the provisions of this Article shall govern.
