The Mayor shall, at the first (1st) meeting after the general election in each year, appoint standing committees, the members of which shall be duly qualified members of the City Council who shall serve until their successors have been duly appointed and qualified and the person first (1st) named or selected as a member of any standing committee shall be the Chairman thereof.

The Mayor shall appoint or the members of the Council select such of its numbers to serve as members of any special committee that it shall see fit to authorize by ordinance, resolution or otherwise, and the person first 1st) named or selected as member of any special committee shall be the Chairman thereof.

Standing and special committees appointed under the provisions of this Chapter shall, in all cases, report in writing the state of facts, with their opinions, conclusions thereon, to the City Council the first (1st) regular meeting of said Council in each calendar month or at such other as said committee may be directed by the Council. All reports of committees shall be addressed to the Mayor and members of the Council of the City of Chaffee.

A. 
The duties of the Committee of Finance are hereby defined and declared to be as follows:
1. 
To take into consideration all reports, resolutions and propositions relating to the fiscal affairs of this City as may be referred to them by the Council and report thereon to the Mayor and Council whenever so required.
2. 
To examine the annual, final and all other settlements of all the City Officers and report the results of such examinations to the Mayor and Council. They shall also prepare and publish the semi-annual statement of the receipts and expenditures and indebtedness of the City, required to be published on the first (1st) day of January and July, and make a report thereof to the Council.
3. 
To examine, audit, and recommend for payment any and all bills, statements, accounts and demands against the City of Chaffee, preparing a written statement of the same and presenting to the City Council at its first (1st) meeting of each calendar month its recommendation for payment or non-payment of each such bill, statement, account or demand.

A. 
The duties of the Street Department committee are hereby defined and declared to be as follows:
1. 
To take into consideration all such communications, resolutions and propositions concerning the streets, alleys, sidewalks and commons of the City, and also such communications, resolutions and propositions respecting the establishment of sewer districts, street oiling and maintenance districts, the construction, improvements or repair of public streets, alleys, sidewalks or the construction, maintenance and repair of sidewalks as the same may be referred to them by the Council, and make report thereon to the Mayor and Council when so required.
2. 
To see that all ordinances in relation to the construction, maintenance, improvement, cleaning and repair of streets, alleys and sidewalks are strictly enforced and report all violations of the same to the Council and other proper officer.
3. 
To exercise a general supervision over the streets, alleys and sidewalks within the City, make examination of the same from time to time, report to the Mayor and Council the actual conditions found and submit such recommendations or suggestions respecting improvement or repair as said Committee deems necessary.
4. 
To examine and audit all accounts for work done or material used in the construction, improvement or repair of streets, alleys or sidewalks and present the same, properly approved to the Finance Committee of the Council for allowance.
5. 
To see that all contracts for the construction, improvement or repair of street, alley or sidewalks, within the City, when such contracts are made with the City, are properly executed and faithfully complied with and said Committee shall report its findings thereon to the Council.
6. 
During any period of time the Street Superintendent is unable to perform the duties of his/her office, on account of sickness or otherwise, the Mayor shall appoint a suitable qualified person to discharge the duties of said office, during any time thereafter, or during any vacancy in said office, the Street Committee may select one (1) of its own number to perform the duties required by ordinance of the Street Commissioner and to that end may employ such laborers, mechanics, wagons, carts, implements, teams and perform all work, and contract for such material and shall make like report to the Council of its said work and expenditures as is required of the Street Commissioner. Provided, that should the Street Committee take over the duties of the Street Superintendent during a vacancy as herein before set out; it shall not act for a period greater than to the next regular meeting of the City Council after such vacancy occurs and said Committee shall in no event authorize or contract for the expenditure of a greater sum of money than fifty dollars ($50.00) for any one (1) person, except when otherwise specifically directed by the Council. Said Committee at all other times may give any reasonable direction to the Street Superintendent pertaining to his/her duties and the work to be performed by such officer and not inconsistent with any rule, order, resolution or ordinance of the Council relating to this same matter.

A. 
The general management of administration of the municipal water and sewer systems of the City of Chaffee shall be vested in the Mayor and the City Council who may delegate the general supervision to a committee to be known as the Water and Sewer Committee and to be composed of three (3) members of the Council, to be appointed as other standing committees are appointed.
B. 
The actual or operating management of the plant shall be in charge of a Director of Public Works who shall be selected by a majority Water and Sewer Committee to it. Said Director of Public Works shall have charge of the pumping plant, water mains and sewer system and shall supervise all assistants, helpers, laborers and plumbers, and shall be held responsible for the condition of the pumping plant, water mains, sewer system, fireplugs and all installed connections thereto, unavoidable accidents, natural wear and tear excepted. He/she shall be subject to the order of the Mayor, City Council, and the Water and Sewer Committee and perform such services to said City of Chaffee as this or other ordinances of the City may require.
C. 
Besides the duties enumerated in the preceding Subsection, it shall be the duty of the Director of Public Works to accept and be accountable for all property placed in the care of said Director and he/she shall make a monthly report of said property as hereinafter provided. Said Director shall superintend the installation of all water and sewer connections and appliances; he/she shall read all meters and deliver a correct reading thereof to the City Collector on or before the twenty-fifth (25th) day of each calendar month showing the amount of water used by each consumer the preceding period; shall devote his/her whole and undivided time and attention to the maintenance of the plant and his/her duties and be subject to call at any and all times, and shall render to the City Council at its first (1st) regular meeting in each month a full, complete inventory of all property belonging to said City in his/her hands, together with an account of all permits he/she has issued within said period for the installation of water and sewer connections. It shall also be the duty of said Director of Public Works to maintain a sufficient supply of water in the tank and systems at all times as the demand of the users shall require. It is further his/her duty to flush all fire hydrants and manholes and install all meters as may be necessary.
D. 
The duties of the Water and Sewer Committee are hereby defined and declared to be as follows:
1. 
To have general supervision over the operation, maintenance and repair of the Water and Sewer Department of the City of Chaffee and all property thereto belonging and over all employees of said Department, subject to the orders, resolutions and suggestions of the City Council.
2. 
To take into consideration all such reports, resolutions and propositions respecting the supply of the City or any portion thereof with water as may be referred to them by the consumers or by the Council and report its findings and recommendations to the Mayor and Council whenever so required.
3. 
To exercise a general supervision and control over both water and sewer systems seeing that the same are at all times kept in good condition and repair and that the consumers are at all times supplied with an abundance of wholesome water and afforded ample sewerage system.
4. 
To see that all ordinances, resolutions or ordinances of the Council relating to the Water and Sewer Department or any part thereof are properly obeyed and enforced.
5. 
To purchase, by and with the consent of the Council, all necessary equipment, tools, pipes, machinery, pumps, motors, etc., necessary from time to time for the proper maintenance of the water and sewer system of said City and to examine, audit and recommend for allowance or disallowance any statements, bills, accounts or demands presented to the City for payment by it for materials, labor or supplies furnished the Water Department to the Finance Committee of the City Council immediately upon receipt thereof so that said Finance Committee may report such statements, bills, accounts or demands to the City Council at the first (1st) regular meeting of each calendar month.
6. 
To consider all applications for water or sewer connections to the City system and, when said committee finds that said applicant has complied with all the provisions of the ordinances in said City thereto pertaining, shall issue its permit for such connection.
7. 
To have general supervision over the collection of all delinquent water accounts due the City and shall, from time to time, as it deems necessary order the Director of Public Works or other City employees of said Water and Sewer Department to shut off any delinquent consumer or to restore service to any such consumer.

A. 
The duties of the Building Committee are hereby defined and declared to be as follows:
1. 
The Building Committee shall have a supervising control over all public buildings, grounds and City property and over any land or other properties owned by the City; prevent its being trespassed upon, injured or destroyed; make reports concerning same whenever deemed necessary, and execute all orders of the Mayor and Council in relation thereto.
2. 
To take into consideration all such reports, resolutions and propositions relating to the construction, maintenance, repair, improvement, use, occupancy or removal of any public building and the construction, improvement, use, occupancy or repair of any City parks or other public grounds owned by the City and report thereon to the Mayor and City Council whenever so required.
3. 
To supervise the construction, removal or repair of any building or part thereof and any building and portion thereof being a part of any City park or other public grounds of the City.
4. 
To see that all contracts in relation to the construction, removal or repair of public buildings or which relate to the sale, rent, use or lease of any public property are properly executed and faithfully complied with.
5. 
To examine and audit all accounts for the construction, maintenance, removal or repair of any public building or for the improvement thereof or for the construction, improvement or repair of any City park or other public ground, or City property, and present the same with its recommendation for allowance or disallowance to the Finance Committee of the Council immediately upon receipt thereof.

A. 
The duties of the Fire Committee are hereby defined and ordered to be as follows:
1. 
To take into consideration all such reports, resolutions and propositions relating to the Fire Department and the protection of public and private property within the City of Chaffee as may be referred to them by the Council, and immediately report thereon to the Mayor and City Council when so required.
2. 
To see that all ordinances, resolutions and orders of the City Council relating to fire limits, fire hazards, Fire Department and the storing of inflammable and combustible materials and the construction or removal of certain types of buildings within the fire limits of the City of Chaffee are rigidly enforced. To report all violations immediately to the proper officers of the City and to the City Council.
3. 
To have control of the Fire Department and equipment and to maintain at all times the fire equipment in the state of efficiency adequate to the demands of the City. To recommend to the Council the demand of the City necessary to maintain adequate fire protection.
4. 
To examine all accounts, statements, bills and demands presented to the City for payment for any material, merchandise, equipment, labor or services rendered the Fire Department and said committee shall audit the same immediately upon receipt, presenting said accounts, statements, bills or demands to the Finance Committee of the Council with its recommendation for allowance or disallowance.

All other committees appointed by the Mayor or by the City Council shall have such duties as are designated at the time of appointment.

A. 
The Board of Park Commissioners shall consist of nine (9) members to be appointed by the Mayor and approved by the Council. Members are to be appointed from among the residents of the City. First (1st) terms of appointment shall be three (3) members for a term of one (1) year and three (3) members for a term of two (2) years and three (3) members for a term of three (3) years. Terms of office shall be from the first (1st) day of June, 1967. Appointments thereafter shall be made by the Mayor for a term of three (3) years with approval by the Council. The Mayor may, by and with the consent of a majority of the Council, remove any director for misconduct or neglect of duty.
B. 
Vacancies in the Park Board, due to death, removal or cause, shall be reported to the Council and be filled in like manner as originally appointed, and no director shall receive compensation as such.
C. 
No member of the municipal government shall be a member of the Board of Park Commissioners.
D. 
Said directors shall immediately after their appointment meet and organize by the election of one (1) of their number, President and by the election of such other officers as they deem necessary.
E. 
The powers and duties of the committee shall be as follows:
1. 
They shall make and adopt such bylaws, rules and regulations for their guidance and for the government of the parks as may be expedient.
2. 
They shall have the exclusive control of the expenditures of all money collected to the credit of the Park Fund and of the supervision, improvement, care and custody of City parks. All monies received for such parks shall be deposited in the Treasury of the City to the credit of the Park Fund and shall be kept separate and apart from the other monies of the City and drawn upon by the proper officers of the City upon the properly authenticated vouchers of the Park Board.
3. 
Said Board shall have power to purchase or otherwise secure ground to be used for such purposes by consent of the City Council.
4. 
Said Board shall have power to appoint a suitable person to take care of said parks and necessary assistants for said person and fix their compensation. Said Board shall have power to remove such appointees.
F. 
Park Board Annual Report. The said Board of Directors shall make, on or before the second (2nd) Monday in June, an annual report to the City Council stating the condition of their trust on the first (1st) day of May of that year, the various sums of money received from the Park Fund and other sources, and how much monies have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general worth. Said accounts to be presented to the City Auditors when annual City audit is being made.
G. 
Public Park — Private Donations. Any person desiring to make donations of money, personal property or real estate for the benefit of such park shall have the right to vest the title to the money or real estate so donated in the Board of Directors created by this Chapter, to be held and controlled by such Board when accepted according to the terms of the deed, gift, devise or bequest of such property; and as to such property, the said Board shall be held and considered to be the special trustees.
