The purpose of this Section is to promote the safety and welfare of the public by establishing minimum requirements for the off-street parking and loading/unloading of motor vehicles in accordance with the use of the property. It is intended that all uses have adequate on-site parking and loading facilities.

At the time of the construction of a new structure, or the enlargement or change in use of an existing structure after the effective date of this Chapter, off-street parking or loading spaces shall be provided as specified in this Section, unless otherwise waived or modified by the City.

A. 
The parking requirements for a use not specifically listed in this Section shall be the same as for a listed use of similar characteristics of parking demand at the determination of the City Engineer.
B. 
The parking requirements as stated in this Section are in addition to those on-site parking spaces needed for storage of trucks and other vehicles associated with any use.
C. 
The parking requirements in this Section do not limit special requirements which may be imposed with planned developments, conditional use permits, or developments which are unique relating to parking and traffic generation.
D. 
Whenever the intensity of use of any building or premises shall be increased through the addition of dwelling units, seating capacity, floor area, etc., or whenever the existing use of a building or structure shall be changed to a new use, parking facilities as required in this Section shall be provided for such increase in intensity of use or change in use.
E. 
For any conforming or legally non-conforming building or use which was in existence on the effective date of this Chapter, and which subsequent thereto is damaged or destroyed by fire or other cause and which is reconstructed, re-established or repaired, off-street parking or loading facilities equivalent to any maintained at the time of such damage or destruction shall be restored or continued in operation.
F. 
Overnight parking of motor vehicles in residential areas shall be limited to passenger vehicles and not more than one (1) commercial vehicle of the light delivery type not to exceed one (1) ton. Only one (1) vehicle per two hundred fifty (250) square feet of living space may be parked overnight on or around a dwelling unit. Living space shall be determined by the "base area" contained in the official records of the Lincoln County Assessor. Residents owning more than the number of vehicles allowed by this Section shall be allowed ninety (90) days from passage of this Section to remove excess vehicles. The record owner of the dwelling unit shall be responsible for compliance with this Section.
G. 
No parking facilities accessory to a business or manufacturing use shall be located in a residential district.
H. 
All required off-street parking for permitted uses in the commercial and industrial districts shall be on the same lot as the uses served or on an adjacent lot when a cross access or joint parking agreement is established. The number of spaces permitted on the adjacent lot shall not exceed twenty-five percent (25%) of the total required parking spaces.

A. 
Parking areas may be located in a front, side or rear yard, provided however, that no driveway or parking areas within an industrial, commercial or multiple-family district shall encroach upon the required landscape buffer areas of said district when adjacent to a single-family or two-family district or use. Where the proposed parking area is located within the side yard adjacent to similarly zoned property, no parking setback shall be required.
B. 
No entrance or exit for any off-street parking area with over four (4) parking spaces, nor any loading area, shall be located within seventy-five (75) feet of the intersection of any two (2) street right-of-way lines.
C. 
All off-street parking areas shall provide stormwater drainage facilities so as to prevent drainage to abutting properties and/or public streets, alleys and sidewalks.
D. 
All off-street parking spaces shall contain an area of not less than two hundred (200) square feet and be not less than ten (10) feet wide by twenty (20) feet long exclusive of access drives or aisles. Aisles between vehicular parking spaces shall be not less than twelve (12) feet in width when serving vehicles parked at a forty-five degree (45°) angle in one (1) direction nor less than twenty-five (25) feet in width when serving vehicles parked at a ninety degree (90°) angle.
E. 
All off-street parking spaces, other than those directly serving one- and two-family dwellings, shall be properly striped by durable paint.
F. 
All off-street parking areas shall have concrete, asphalt concrete, or asphalt double-seal surfaces maintained adequately for all-weather use.

All lighting fixtures used for illumination of any off-street parking area shall be so arranged as to reflect the light away from any adjoining residential or institutional uses or adjacent streets.

A. 
All off-street parking areas for four (4) or more vehicles, and loading areas, shall provide landscaping/screening when adjoining a residential or recreational district as specified in Article XI of this Chapter.
B. 
In the commercial and industrial districts, no unenclosed parking space shall be located closer to the street right-of-way than fifteen (15) feet. These requirements may be modified in a "PD" Planned Development District.

A. 
Physically disabled parking spaces shall be provided as follows and shall be appropriately marked. Each physically disabled parking space shall be inclusive of the off-street parking space requirements as specified below.

B. 
Each physically disabled space shall not be less than twelve (12) feet wide, inclusive of an adjacent access aisle, and shall be located as close to the principal entrance(s) as possible and so located to avoid wheeling or walking behind parked cars to reach such entrance(s).

The number of parking spaces required for two (2) or more uses shall be the sum of the requirements for the various individual uses in accordance with this Section. However, in any development where a mixture of uses are permitted, or a Planned Development District, the combined total number of parking spaces required for the combination of uses may be reduced up to twenty percent (20%) of the individual use requirements upon review by the City Engineer.

No building shall be erected, enlarged to the extent of increasing the floor area by as much as fifty percent (50%), or changed in use unless there is provided on the lot space for the parking of automobiles or trucks in accordance with the following minimum requirements:

Child care, day care centers
2 spaces, plus 1 space per employee.
Convenience store
3 1/3 spaces per 1,000 square feet of gross floor area.
Equipment sales, service, repair
3 spaces per 1,000 square feet of gross floor area.
Fireworks stand
Parking as required under Section 210.2340(P).
Funeral home
1 space per 4 seats in chapel, plus 1 space for every 2 employees.
Furniture store, retail
3 spaces per 1,000 square feet of gross floor area.
Grocery store or food market
5 spaces per 1,000 square feet of gross floor area.
General retail uses (except as herein noted)
5 spaces per 1,000 square feet of gross floor area.
Motels, hotels
1 space for each sleeping unit, 2 spaces per every 3 employees on the maximum shift, and 1 space for every vehicle used in the operation of the use or stored on the premises.
Professional services
4 1/2 spaces per 1,000 square feet of gross floor area.
Personal services (except as herein noted)
4 spaces per 1,000 square feet of gross floor area.
Restaurant, sit-down
1 space for every 3 seats, plus 2 spaces for every 3 employees on the maximum shift.
Restaurant, drive-through
1 space for every 2 seats, plus 2 spaces for every 3 employees on the maximum shift.
Shopping centers and large retail stores
5 spaces per 1,000 square feet of gross floor area.
Truck stop
2 spaces for each 3 employees on the maximum shift, plus 1 space for every 2 seats in the restaurant, plus 1 space for every vehicle customarily used in the operation of the business.
Vehicle service/repair facilities
1 space for every employee on the maximum shift, plus 3 spaces for every service bay, and 1 space for each vehicle used in the operation of the use.
Offices
Medical, dental clinic
4 spaces per 1,000 square feet of gross floor area or 3 spaces per doctor, plus 1 space for each 2 additional employees.
Office buildings, general
3.3 spaces per 1,000 square feet of gross floor area.
Veterinary clinics and hospitals
4 spaces per doctor, plus 1 space for every additional employee.
Industrial
General manufacturing
1 space per employee on the maximum shift or 2 spaces per 1,000 square feet of gross floor area, plus space to accommodate all trucks and other vehicles used in connection therewith.
Research, laboratory facilities
3 spaces per 1,000 square feet of gross floor area.
Warehousing, distribution facilities
1 space per 1,000 square feet of gross floor area, plus space to accommodate all trucks and other vehicles used in connection therewith.
Institutional
Churches
1 space per every 5 seats.
Fire stations
1 space for every employee on maximum shift.
Hospitals
1 space for every 3 beds, plus 1 space per staff doctor and employee on the maximum shift, plus adequate area for parking of emergency vehicles.
Libraries
4 spaces per 1,000 square feet of gross floor area, and 2 spaces per every 3 employees on the maximum shift.
Nursing homes
1 space per every 3 beds, 1 space per each self-care unit, and 1 space for every 2 employees on the maximum shift.
Police stations
2 spaces for every 3 employees on the maximum shift, plus 1 space for every vehicle used in the operation of the use or stored on the premises.
Post offices
4 spaces for each customer service station, 2 spaces for every 3 employees on the maximum shift, plus 1 space for each vehicle used in the operation of the use or stored on the premises.
Schools (Senior High)
1 space per 3 students plus space per employee.
Schools (Jr. High, Elementary)
2 spaces per classroom and office.
Cultural, Recreational
Bowling alleys
5 spaces per alley.
Community centers, recreation centers
3 1/3 spaces for every 1,000 square feet of gross floor area, including swimming pools and gymnasiums.
Clubs, lodges
1 space for every 4 seats or 1 space for every 3 members.
Golf courses
1 space for every 4 members, or the requirements for any facility such as a restaurant, whichever is greater.

A. 
All loading spaces shall be at least twelve (12) feet in width and forty (40) feet in length and have a vertical clearance of fourteen (14) feet.
B. 
All off-street loading areas shall have concrete, asphalt concrete, or asphalt double-seal surfaces maintained adequately for all-weather use as approved by the City Engineer.
C. 
All off-street loading areas shall be located on the same lot as the use being served.
D. 
All off-street loading areas shall provide landscaping/screening when adjoining a residential or recreational district as specified in Section 405.405. No loading spaces shall encroach upon the required landscaped buffer areas.
E. 
All off-street loading areas shall provide stormwater drainage facilities so as to prevent drainage to abutting properties and/or public streets, alleys and sidewalks.

Off-street loading spaces shall be provided on the basis of gross floor area of the building or portions thereof devoted to such uses in the following amounts:
