Basement homes shall not be permitted in the City of Troy, a "basement home" being one in which all four (4) walls are
concrete and more than one-half (½) of its height is below
grade with a flat roof. This Section does not in any way permit the
construction of basement homes within the City of Troy, Missouri.

Earth homes or earth contact homes are hereby permitted, but
that they should have a pitched roof and at least one (1) wall shall
be above grade and above ground level. And the plans for the earth
home or earth contact home shall be reviewed by the City Engineer
and approved by him/her for each such type earth home or earth contact
home.

Earth homes or earth contact homes shall comply with the Architectural
Design and Building Codes relating to earth homes or earth contact
homes.
