The following rules and regulations shall be in effect in all parks and recreation areas maintained by the Borough of Phoenixville, and it shall be unlawful for any person or persons to violate or fail to comply with any such rule or regulation:
A. 
Park hours: 8:00 a.m. - 10:00 p.m. unless otherwise authorized by Borough Council. Trail hours: dawn to dusk.
B. 
Dogs and other pets must be on a leash and under the control of the owner. No pets are allowed on playgrounds or courts at any time. Owners are responsible for removing pet waste.
C. 
Littering is not permitted. All refuse, trash and rubbish shall be removed from the park or placed in park receptacles provided for that purpose.
D. 
No glass is allowed in the parks.
E. 
Disorderly conduct, threatening, abusive, insulting or the use of profane language or the consumption or possession of alcoholic beverages or drugs is prohibited.
F. 
Never damage, pollute, disfigure or remove any natural resource, structures or equipment in the parks.
G. 
No grilling or open fires.
H. 
Do not hunt, molest, frighten or tease any animals, reptiles or birds in the park.
I. 
No solicitation, vending, advertising or sign posting is allowed in the parks unless otherwise authorized by Borough Council.
J. 
All bicycles, motorbikes, motorcycles and other vehicles shall be operated on the roadway or in the parking area only. No bicycle, motorbike, motorcycle, automobile or other vehicles of any type shall be permitted on the grass area, sidewalks, or upon the concrete aprons within the park.
K. 
Camping, hunting, golfing (striking or hitting of golf balls), shooting (except at authorized ceremonies), trapping, and the use of firearms, air rifles, spring guns, bows and arrows, or slings are prohibited.
L. 
Activities, sports, or games shall take place only in areas designated by the Borough for such.
M. 
No livestock, horses, or horseback riding.
N. 
The washing, maintenance, or repair of any vehicle is prohibited within the parklands.
O. 
No unreasonable noise. Use of sound-amplification equipment must be approved in writing in advance by the Borough.
P. 
No gambling or any obscene or indecent act shall be allowed in a park or playground.
Q. 
No person shall injure or deface any of the trees, shrubs, plants, turf or any of the buildings, fences, seats, lighting equipment, statuary or other public property in any park or recreation area, nor shall any person use any benches, seats, tables, or other equipment furnished by the Borough for any purpose other than that for which it is normally intended.
R. 
No person shall tamper with, deface, remove or destroy any notice, rules or regulations posted or otherwise placed by the Borough in any park or recreation area.

Any person, firm, or corporation wishing to use the park or recreation area for a specific purpose, parade, procession, or event shall submit to Borough Council a completed application for a temporary community event at least 45 days in advance of the event.

The Borough Manager, at the direction of Borough Council, shall issue further regulations as necessary to preserve order and protect property.

Any person, organization, firm or corporation who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate violation.
