In conjunction with the Missouri Quality Jobs Program authorized
under Sections 620.1875 through 620.1890, RSMo., the City hereby establishes
the Creve Coeur Quality Jobs Program in order to encourage high-quality
job growth in the City.

The City shall provide to any qualified company participating in the Missouri Quality Jobs Program through a high-impact project as defined Section 620.1878, RSMo., a local incentive in the form of abatement of all licenses and taxes that would otherwise apply to that company under the City Code of Ordinances, Chapter 605, Article II Occupation Licenses and Taxes, Division 1 (Merchants and Manufacturers). Provided that the company does not earlier cease to qualify for State tax incentives under the Missouri Quality Jobs Program as a high-impact project, the local-incentive tax abatement shall continue for a period of ten (10) years from the due date of the first (1st) tax abated hereunder.

The City shall also entertain requests from qualified companies
participating in the Missouri Quality Jobs Program through a high-impact
project as defined in Section 620.1878, RSMo., for additional local
incentives in the form of industrial development financing pursuant
to Chapter 100, RSMo., in order to maximize the potential bonus State
tax incentives under the Missouri Quality Jobs Program.

Companies that are eligible for local incentives pursuant to the Creve Coeur Quality Jobs Program shall submit a written application to the City Administrator, including all information provided in the related application to the Missouri Department of Economic Development and such other information as the City Administrator deems pertinent. Upon verification of eligibility by the City Administrator, the applicant shall begin to receive benefits under Section 155.020 and shall continue to receive such benefits until expiration of the benefit period or until the City Administrator determines that the applicant is no longer eligible. Upon receipt of a request for industrial development financing under Chapter 100, RSMo., pursuant to Section 155.030, the City Administrator shall thoroughly examine such request and advance it to the City Council for consideration if and when deemed appropriate.

The Creve Coeur Quality Jobs Program shall be open to applicants
for so long as the Missouri Quality Jobs Program remains in effect,
unless the City Council otherwise determines by ordinance. For so
long as the program remains open to applicants, in January of each
odd-numbered calendar year starting January 2009, the City Administrator
shall report to the City Council regarding the job growth resulting
from the program and shall make any appropriate recommendations regarding
the program.
