A. 
That the City of Northwoods be and is hereby divided into four (4) wards to be known as First Ward, Second Ward, Third Ward, and Fourth Ward, the boundaries of which are described as follows, to wit:
1. 
First Ward. Beginning at the intersection of the centerline of Lucas and Hunt Road and the north line of Lillian Avenue; thence eastwardly along the north line of Lillian Avenue to the intersection of the centerline of Nelson Boulevard; thence southwardly along the centerline of Nelson Boulevard to the intersection of the northern right-of-way line of Natural Bridge Road; thence westwardly along the northern right-of-way line of Natural Bridge to its intersection with the central line of Lucas and Hunt Road; thence northwardly along the central line of Lucas and Hunt Road to the place of beginning.
2. 
Second Ward. Beginning at the intersection of the north line of Lillian Avenue and the centerline of Nelson Boulevard; thence southwardly along the centerline of Nelson Boulevard to the intersection of the southern boundary line of North Pasadena; thence eastwardly along the southern boundary line of North Pasadena to the intersection of the centerline of Begg Boulevard; thence northwardly along the centerline of Begg Boulevard to the intersection of the centerline of Duckworth Street; thence westwardly along the centerline of Duckworth Street to the intersection of the centerline of Hatz Street; thence northwardly along the centerline of Hatz Street to the intersection of the north line of Lillian Avenue; thence westwardly along the north line of Lillian Avenue to the point of beginning.
3. 
Third Ward. Beginning at the intersection of the north line of Lillian Avenue and the centerline of Hatz Street; thence southwardly along the centerline of Hatz Street to the intersection of the centerline of Duckworth Street; thence eastwardly along the centerline of Duckworth Street to the intersection of the centerline of Begg Boulevard; thence southwardly along the centerline of Begg Boulevard and its prolongation southwardly to the intersection of the north property line of South Pasadena; thence eastwardly along the northern property line of South Pasadena to the intersection of the centerline of Edgewood Boulevard and its prolongation southwardly; thence northwardly along the centerline of Edgewood Boulevard and its prolongation southwardly to the intersection of the north line of Lillian Avenue; thence westwardly along the north line of Lillian Avenue to the point of beginning.
4. 
Fourth Ward. Beginning at a point on the northern right-of-way line of Natural Bridge Road and the intersection of the property line between lots 1 and 2 of Block 6 of Arbor Terrace First Addition; thence in an easterly direction along the northern right-of-way line of Natural Bridge Road to the eastern property line of lot 22 of Block 6 of Kenwood Springs; thence in a northerly direction along the eastern property line of lots 22, 21, 20, 19, 18, 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, and 1, all being located in Block 6 of Kenwood Springs; thence in a northerly direction across Fairchild Avenue to the intersection of the northern right-of-way line of Fairchild Avenue, with the eastern property line of lot 17 of Block 3 of Kenwood Park; thence in a northerly direction along the eastern property line of lots 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, and 1 of Block 3 of Kenwood Park and the prolongation of this line across to the southern boundary line of North Pasadena to its intersection of the centerline of Nelson Boulevard; thence southwardly along the centerline of Nelson Boulevard to the intersection of the northern right-of-way of Natural Bridge Road; thence in an easterly direction along the northern right-of-way line of Natural Bridge Road to the point of beginning.

The general City elections for one (1) Alderman for each Ward in the City shall be held on the first (1st) Tuesday after the first (1st) Monday in April of even numbered years, and the general City election for the election of the Mayor and one (1) Alderman for each Ward in the City, and any other elected officer that may now or hereafter be elected by the City at large, shall be held on the first (1st) Tuesday after the first (1st) Monday in April in odd numbered years. The Mayor and each Alderman shall hold office for four years (4), and all other officers shall hold office for two (2) years, and until his/her successor is elected and qualified.

Special elections for any lawful purpose may be called by ordinance at a time to be fixed by the Board of Aldermen.

Except as otherwise provided by the Municipal Code or ordinances of this City, all elections shall be held under the provisions of Chapter 115, RSMo., as amended, and the regulations of the Board of Election Commissioners of St. Louis County for the Conduct of Local Elections.

The City Clerk shall give legal notice of elections as required by law and shall certify the candidates and issues to be voted upon to the Board of Election Commissioners of St. Louis County.

A. 
The Mayor shall be elected by the qualified voters of this City and shall hold office for a term of four (4) years and until their successors are elected and qualified.
B. 
Members of the Board of Aldermen shall be elected by the qualified voters of this City and shall hold office for a term of four (4) years and until their successors are elected and qualified.
C. 
The City Collector shall be elected by the qualified voters of this City and shall hold office for a term of two (2) years and until their successors are elected and qualified.
D. 
In the event an election for any elective office ends in a tie vote, and the tie vote is between two (2) persons who obtained more votes than any other candidate for said elective office, then said tie vote shall be determined according to the Section 115.517, et seq., RSMo., as amended.

A. 
The opening filing date for any elective office in a general municipal election shall be the 17th Tuesday prior to said election, beginning at 8:00 A.M. The closing date for filing shall be 5:00 P.M., the 14th Tuesday prior to said election.
B. 
The following procedures are established as the election guidelines for persons filing for elective positions in the City of Northwoods:
1. 
Any person wishing to file for any elective office may form a line outside Northwoods City Hall at any time prior to the formal opening of filing for any election as required or permitted by law.
2. 
Each candidate reserving a spot in the filing line shall place or have placed his/her name on the list maintained by the Northwoods City Clerk at Northwoods City Hall. A daily sign-in sheet shall be maintained by the City Clerk. The place so reserved can only be used by that candidate to file for office. A candidate does not have to be personally present in line at the Northwoods City Hall as long as he/she has designated an individual (who is over the age of eighteen (18)) present in line. Substitutions for the people in line can be made at any time. No one (1) person can hold more than one (1) candidate's position.
3. 
It shall not be required that a candidate or his/her representative remain in the candidate filing line on Saturdays, Sundays and/or legal holidays. The candidate filing line will be maintained during these hours by means of the list established in Subsection (B)(2) above. This list will be used to determine the order in which candidates or their representatives are allowed to resume positions each morning.
4. 
Each person holding a position in the candidate filing line is allowed three (3) breaks; however, each break shall not be more than fifteen (15) minutes. One (1) break is allowed between 8:00 A.M. and Noon; one (1) break is allowed between Noon and 1:00 P.M.; and one (1) break is allowed between 1:00 P.M. and 5:00 P.M. No breaks can be taken consecutively.
5. 
A candidate and/or his/her representative vacating the candidate filing line at any time between 8:00 A.M. and 5:00 P.M. on regular business days (Monday through Friday, legal holidays excluded), except as outlined in Subsection (B)(4) above, is deemed to have forfeited the position in line. A candidate who has forfeited a place in line may re-establish a new position at the end of the line.
6. 
Any candidate or representative of a candidate returning to the filing line the following day and not present by 8:15 A.M. will be deemed to forfeit his/her position in line.
7. 
On the morning established by law for the actual filing for office, the list will be used to allow candidates (no representatives will be allowed on the filing morning) to assume positions at 8:00 A.M. for candidate filing. Candidate filing will take place in the City Clerk's office. Any candidate who does not resume his/her place on filing morning by 8:00 A.M. shall be deemed to have forfeited his/her place in line.
8. 
Candidates who have not held a place in the candidate filing line prior to filing morning, will file in the order that he/she arrives after candidates in the candidate filing line have filed.
9. 
All disputes as to times, as stated in this Section, shall be resolved by the clock in the Northwoods City Hall Clerk's office.
10. 
In the event more than one (1) candidate or candidate representatives arrive at the same time, the City Clerk has the right to determine the order of the filing by tossing of a coin or drawing of straws.
11. 
No person shall establish a place in line by waiting inside City Hall, this Section requires all candidates to wait outside the front doors of City Hall. The Clerk shall not take the filing of any person who has taken a place inside City Hall until after all of the persons waiting outside the front doors of City Hall have filed.
12. 
Nothing in this Section shall require a candidate to position himself/herself in the candidate filing line prior to the morning that filing opens. If any person positions himself/herself in the candidate filing line and has not registered on the list as described in Subsection (B)(2), he/she shall be permitted to file for election after all persons in the candidate filing line have filed.
C. 
Every candidate shall pay a filing fee in the amount of twenty-five dollars ($25.00) which shall accompany the notification referred to in this Section. If the official results of the election reflect that a candidate received a favorable vote of at least ten percent (10%) of the ballots cast for said office at said election, then twenty dollars ($20.00) of the filing fee shall be refunded to the candidate.
A. 
No person shall qualify as a candidate for elective public office in the State of Missouri who has been found guilty of or pled guilty to a felony under the Federal laws of the United States of America or to a felony under the laws of this State or an offense committed in another state that would be considered a felony in this State.
B. 
Any person who files as a candidate for election to a public office shall be disqualified from participation in the election for which the candidate has filed if such person is delinquent in the payment of any State income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence, as stated on the declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the State.
C. 
Each potential candidate for election to a public office shall file an affidavit with the Department of Revenue and include a copy of the affidavit with the declaration of candidacy required under Section 115.349, RSMo. Such affidavit shall be in substantially the form as set out in Section 115.306, RSMo.
D. 
Upon receipt of a complaint alleging a delinquency of the candidate in the filing or payment of any State income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence, as stated on the declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the State, the Department of Revenue shall investigate such potential candidate to verify the claim contained in the complaint. If the Department of Revenue finds a positive affirmation to be false, the Department shall contact the Secretary of State, or the election official who accepted such candidate's declaration of candidacy, and the potential candidate. The Department shall notify the candidate of the outstanding tax owed and give the candidate thirty (30) days to remit any such outstanding taxes owed which are not the subject of dispute between the Department and the candidate. If the candidate fails to remit such amounts in full within thirty (30) days, the candidate shall be disqualified from participating in the current election and barred from refiling for an entire election cycle even if the individual pays all of the outstanding taxes that were the subject of the complaint.

A. 
If a vacancy occurs in any elective office, the Mayor or the person exercising the duties of the Mayor shall cause a special meeting of the Board of Aldermen to convene where a successor to the vacant office shall be selected by appointment by the Mayor with the advice and consent of a majority of the remaining members of the Board of Aldermen. If the vacancy is in the office of Mayor, nominations of a successor may be made by any member of the Board of Aldermen and selected with the consent of a majority of the members of the Board of Aldermen. The Board of Aldermen may adopt procedures to fill vacancies consistent with this Section. The successor shall serve until the next regular municipal election. If a vacancy occurs in any office not elective, the Mayor shall appoint a suitable person to discharge the duties of such office until the first (1st) regular meeting of the Board of Aldermen thereafter, at which time such vacancy shall be permanently filled.
B.

This Section and any procedures adopted by the Board of Aldermen shall conform in all respects to Section 79.280, RSMo., of the State of Missouri.
