Each and every individual, partnership or corporation that operates a hotel, motel or inn within the City shall provide adequate security and protection for the persons and property of the guests of such hotel, motel or inn.

At a minimum, security shall be provided by the presence of at least one (1) licensed security officer twenty-four (24) hours per day each day said hotel, motel or inn is in operation. In addition to the initial security officer, a second (2nd) and additional licensed security officer shall be present from 6:00 P.M. to 2:00 A.M. each day said hotel, motel or inn is in operation.

A violation of this Chapter shall be deemed a breach of the conditions of the occupancy permit granted to the operator of said hotel, motel or inn and shall result in the suspension of such permit until corrected. City's Police Department shall conduct periodic inspections to ensure that the proper and required levels of security personnel are in place.

A. 
As used in this Section "short-term rental" means the letting or offering for let of a dwelling unit, or a portion thereof, to one (1) or more guests for a period of thirty (30) consecutive calendar days or less. Examples include bed-and-breakfast facilities and rentals arranged through Internet marketing or facilitation services.
B. 
Short-term rental of residential dwelling units located in the City of Frontenac is prohibited.

In addition to the penalties for violation of this Chapter provided in above Section 640.030, a violation of this Chapter shall also be deemed a misdemeanor subject to the penalties provided in Section 100.140 of the City's Code.
