This Chapter shall be known and may be cited as "The Electrical Code".

No person shall engage in the erection, construction, installation or extension of any electrical apparatus, device, fixture, attachment, wire or wiring to be used or operated in connection with any electrical current or power or plant requiring for its use and operation electric current or power within the City without first having obtained a license from St. Louis County Board of Electrical Examiners authorizing such person to engage in such work.

A. 
The Electrical Inspector shall:
1. 
Regulate and determine the placing of all electric light and power wires in and on all buildings so as to prevent fires;
2. 
Cause all electrical appliances to be placed, constructed and guarded so as to prevent fires, accidents or endangering life or property;
3. 
Cause immediate removal of any defects in electric wires or insufficient installation or any other causes which he/she deems dangerous to life or property;
4. 
Cause the removal of all wires or shutting off of all currents whenever wires or currents interfere with the Fire Department in extinguishing fires;
5. 
Report to the City Manager when requested and furnish any information requested; and
6. 
Have such other powers, duties and privileges as are or may be prescribed by City ordinance or State law.

A. 
The Building Commissioner shall be charged with the responsibility of carrying out the provisions of this Chapter. The City Manager may appoint an Electrical Inspector who shall issue all permits, make all inspections and perform such other duties as are required under the provisions of this Chapter under the supervision of the Building Commissioner.
B. 
The City Manager may authorize the Department of Public Works of St. Louis County, office of Electrical Inspection, to issue all permits, make all inspections and perform such other duties as are required under the terms of this Chapter.

A. 
All buildings and premises subject to inspection under this Chapter shall be inspected from time to time by the Electrical Inspector or his/her designee.
B. 
All rooms and areas of a building or premises shall be available and accessible for such inspection which shall be made during usual business hours if the premises are used for non-residential purposes; provided however, that inspections may be made at other times if:
1. 
The premises are not available during the foregoing hours for inspection; or
2. 
There is reason to believe a violation exists of a character which is an immediate threat to health or safety and requires inspection and abatement without delay.
C. 
Emergency inspections may be authorized without warrant if the Electrical Inspector has reason to believe a condition exists which poses an immediate threat to life, health or safety. Such procedure shall take place only where the time required to apply for and secure the issuance of a warrant would render ineffective the immediate action necessary to abate the condition.
D. 
Where the Electrical Inspector or his/her designee is refused entry or access or is otherwise impeded or prevented by the owner, occupant or operator from conducting an inspection of the premises pursuant to Subsection (C) above, such person shall be in violation of this Section and shall be subject to the penalties hereunder.

A. 
The Electrical Inspector may, upon affidavit, apply to the judge of competent jurisdiction for a search warrant setting forth factually the actual conditions and circumstances which provide a reasonable basis for believing that a nuisance or violation of this Code may exist, including one (1) or more of the following:
1. 
The premises or buildings require inspection according to the cycle established by the Building Commissioner for periodic inspections of buildings or premises of the type involved;
2. 
Observation of external conditions of the premises and its public areas has resulted in the belief that violations of this Code exist.
B. 
If the judge of competent jurisdiction is satisfied as to the matters set forth in the affidavit, he/she shall authorize the issuance of a search warrant permitting access to and inspection of that part of the premises on which the nuisance or violation may exist.

The Electrical Inspector has the power and authority to and shall disconnect any services where the installation or alteration has been made without first securing a permit.

A. 
Upon completion of any installation, erection or alteration of electrical material, wiring, fixtures, machinery or apparatus of any and all kinds, the person doing the work shall notify the Electrical Inspector within twenty-four (24) hours after completion. The Electrical Inspector shall at once inspect the work and, if approved by him/her, issue a certificate of satisfactory inspection which shall contain the date of such inspection and outline of the result of such examination.
B. 
No certificate shall be issued unless the electric light, power or heating installation and all apparatus, fixtures and wires connected with it shall be in conformity with the rules and regulations adopted in this Chapter.

A. 
No person shall make any service connection nor furnish electric current to any wiring or installation within or upon buildings or upon any premises in the City without first obtaining from the Electrical Inspector a service permit.
B. 
The permit shall certify that the material, wiring, fixtures, machinery or apparatus are approved and property installed as required by this Chapter.

No person shall interfere with, disarrange or break any of the wires, tubes, cables, lamps, lamp globes or other apparatus located in or on any street, alley or public place or prevent agents or employees of the owners thereof or the Electrical Inspector or his/her agents or employees from performing properly their respective duties.

The Chief of Police and the members of the Police force shall report to the Building Commissioner or the Department of Public Works of St. Louis County, office of Electrical Inspection, any violation of this Chapter. The policemen shall note all building operations and, if a permit has not been issued, they shall promptly report the same as herein required. They shall execute the orders of the Building Commissioner or the office of Electrical Inspection relative to the suspension of any work on any property.

The Sections of this Chapter relating to permits and inspections shall not apply to electric light, heat and power companies making installations about their own plants or equipment and operating under City franchise.

The permit and inspection fees under this Chapter are set by St. Louis County by ordinance, a copy of which is available in the office of the Building Commissioner.
