(a) 
Location of meetings; calendar. Regular meetings of the Council, authorities, boards, commissions and committees of the Township of Upper Providence shall be held at the Upper Providence Township Municipal Building. At their organizational meetings, the Council, authorities, boards, commissions and committees shall adopt by resolution the calendar of their regular meetings for the remainder of the year. The meeting calendar and the location of the meeting place may be changed by resolution from time to time as deemed necessary.
(b) 
Rules. Members shall adopt rules of order governing their procedure. When further clarification is required on rules of order, a simplified parliamentary procedure based on Robert's Rules of Order will apply.
(c) 
Notice. Special meetings or rescheduled meetings shall be advertized as least 24 hours prior to such special meeting or rescheduled meeting. Additionally, notice of a special or rescheduled meeting shall be posted on the Township bulletin board, web site and community television channel, if available. Each Council member shall be notified of a special and/or rescheduled meeting by electronic mail.
(d) 
Records and agenda.
(1) 
The minutes of regular and special meetings of the Council, authorities, boards, commissions and committees shall contain, at the minimum, the date, time and place of convening; a listing of members present and absent; and an identification of all matters brought before the Council, authorities, boards, commissions and committees for discussion or action. The Minutes shall reflect the vote of each member on all matters considered by Council, authorities, boards, commissions and committees.
(2) 
Transcription of the proceedings of any meeting may be taken and be made available and preserved in the same manner as prescribed for minutes. Copies of the minutes of each meeting shall be provided to members or read aloud at the next regular or special meeting, and, following any corrections to the minutes, action toward approval shall be considered.
(3) 
Copies of all past minutes of the meetings shall be open to public inspection throughout normal business hours and be posted on the Township web site for a period of 60 days after the minutes have been approved. Individuals may make arrangements to obtain copies of the pages of the minutes and the Township shall charge an appropriate fee.
(4) 
Minutes and other written records of proceedings of the Council, authorities, boards, commissions and committees shall be preserved by the Township Secretary in a designated minute book which shall be kept securely in the Township Building. Removal of the minute book from the Township Building shall be only as a result of court order. Tape recordings, transcriptions, exhibits or other attachments or material otherwise related to a regular or special meeting shall be suitably identified by the Township Secretary and stored in the same manner as the minute book.
(5) 
The agenda for all meetings of Council, authorities, boards, commissions and committees shall be posted on the Township web site and available for review at the Upper Providence Township Municipal Building at least two days prior to a meeting. Said agenda, however, may be subject to change.
