City of Peculiar, MO Chapter 320 Speed Regulations

Section 320.010 State Speed Laws Applicable.

A. The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof, but no City ordinance shall regulate the speed of vehicles upon divided limited access highways.

B. The City will submit to the State Highways and Transportation Commission of Missouri for approval any ordinance, rules, regulations, or resolutions appertaining to the regulation of speed where said ordinance, rules, regulations are applicable to Section 305.140 of this Title and will not enact or keep in force any ordinance not approved by the Commission.

Section 320.020 Regulation of Speed By Traffic Signals.

The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

Section 320.040 Speed Contests and Exhibition of Speed.

A. Title, Period of Effectiveness. This Section shall be known as "The Speed Contests and Exhibition of Speed Section of the City of Peculiar, Missouri." It shall remain in full force and effect henceforth unless repealed.

B. Purpose. This Section herein adopted and established has been made for the purpose of:

1. Establishing reasonable rules and regulations in the public interest governing the use of public streets, roads and thoroughfares.

2. Providing for the public safety and peace of the community.

C. Glossary of Terms.

HIGHWAY

The entire width between the boundary lines of every way publicly maintained, when any part thereof is open to the use of the public for purposes of vehicular traffic.

MOTOR VEHICLE

Any self-propelled vehicle not operated exclusively on tracks, except farm tractors.

D. Speed Contests and Exhibitions of Speed.

1. No person shall engage in any motor vehicle speed contests on a highway and no person shall aid or abet in any motor vehicle exhibition of speed on any highway.

2. No person shall engage in any motor vehicle exhibition of speed on a highway and no person shall aid or abet in any motor vehicle exhibition of speed on any highway.

3. No person shall for the purpose of facilitating or aiding or as an incident to any motor vehicle speed contests or exhibition upon a highway in any manner obstruct or place any barricade or obstruction or assist or participate in placing any barricade or obstruction upon any highway.
