A. 
In District "C-2", the following accessory uses will be permitted:
1. 
Accessory parking.
2. 
One (1) restaurant or coffee shop. Providing food and drinks for use of occupants or building only.

A. 
Automobile Service Stations. Gasoline pumps, air and water service and other fixtures used in connection with automobile service stations may be located within the front yard, but not less than twelve (12) feet from the front lot line and in any event not less than forty (40) feet from the centerline of any street or road on which the service station abuts.
B. 
Residential Uses. No structure shall be used for residential purposes except by the owner or operator of the business located on the premises and except that accommodations may be offered to transient public by motels and hotels.
C. 
Hotel Or Motel Units. Each hotel or motel unit shall have a bathroom facility with shower or bath, one (1) toilet facility and sink and there shall be a minimum floor area per dwelling unit as follows:
1. 
Hotel or motel room. Two hundred forty (240) square feet.
2. 
Hotel or motel room including bath and closets. Two hundred seventy-five (275) square feet.

A. 
In District "C-2" for any building or structure hereinafter erected, moved or altered, the height of a building and the minimum dimensions of lots and yards shall be as follows: (for exceptions see Article XVII — Height and Area Exceptions)
1. 
Height. Buildings or structures shall not exceed fifty (50) feet in height.
2. 
Yards.
a. 
Front yard. The depth of the front yard shall be at least twenty (20) feet from the front lot line.
b. 
Side yard. There shall be a side yard on each side of a building not less than ten (10) feet from the side lot line.
c. 
Rear yard. The depth of the rear yard shall be at least ten (10) feet from the rear lot line.
3. 
Lot width. The minimum width of a lot shall be one hundred (100) feet.
4. 
Lot area. There shall be a lot area of not less than fifteen thousand (15,000) square feet.
5. 
Buffer zone. Every tract zoned "C-2" which adjoins, abuts or is adjacent to a residential district shall have a buffer zone, as defined herein, along the boundary line between the two (2) districts. If said boundary line is the center of a street, the street right-of-way shall be considered the buffer.

A. 
The following standards shall apply in this district:
1. 
Lighting. Exterior spot lighting or other illumination shall be so installed on either the building or the ground so as to reflect light away from adjoining streets or residential properties to prevent any nuisance.
2. 
Display. No food or food stuff shall be stored or displayed outside a building unless the display is on private property and occurs only during the time such store is open for business.
3. 
Services rendered inside. All products shall be sold and all services rendered inside a building except for the establishments that may have drive-up services.
4. 
Sidewalk sales and pushcart vendors. Are not allowed unless otherwise permitted under special event regulations.
5. 
Vending machines. Coin-operated machines shall be limited to those which are accessory to a permitted main use of the premises.
6. 
Obnoxious emissions. No noise, smoke, radiation, vibration or concussion, heat or glare shall be produced that is perceptible outside a building and no dust, fly ash or gas that is caustic or obviously injurious to humans or property shall be produced.
7. 
Outside storage. No outside storage shall be permitted unless the applicant shall first obtain a conditional use permit. A conditional use permit shall be subject to the following conditions:
a. 
Storage shall be secured. All storage of materials, products or equipment, including that for retail sale on the premises, shall be within a fully enclosed building or in a securely fenced area adequately screened.
b. 
Fencing/screening regulations. Fences securing storage areas may be allowed in any yard within this district subject to approval as part of the conditional use permit.
(1) 
Fences shall be set back from property lines a minimum of ten (10) feet to provide adequate room for landscaping, plantings and grass and so not to obscure visibility along right-of-way lines, driveways and sidewalks.
(2) 
Fencing materials shall be as approved in the conditional use permit. In general, fences shall not be chain link, the fence shall not be see through, the fence should be durable, fences should be in keeping with the character of the neighborhood preferably of the same material as the building's exterior.
(3) 
If proposed fencing materials are see through, then plantings that serve to screen the storage area shall be dense year-round.
(4) 
Entrance is through a gate that is locked during non-business hours.
c. 
Storage on private property only. All storage of materials or products for retail sale on the premises shall be kept off the public sidewalks and street. No such product or materials shall be stored within ten (10) feet of a street line.
d. 
Storage areas hard surfaced. All storage of equipment, materials and products shall be stored on hard surfaced areas in accordance with the following regulations:
(1) 
Shall have a ninety-five percent (95%) compacted base that is a minimum of four (4) inches of one and one-half (1½) inch rock.
(2) 
Shall have four (4) inches of either asphalt or concrete cover over base.
e. 
Storage — neat and orderly. All storage of equipment, materials and products shall be conducted in a neat and orderly fashion.
f. 
Storage of motor vehicles for resale. Facilities used for the purpose of selling new or new and used vehicles shall not be subject to the conditional use permit process. Facilities which are used for the purpose of selling only used vehicles shall be subject to the conditional use permit process.
(1) 
All storage of motor vehicles for the purpose of sale shall be in strict compliance with the Code of the City of Platte City and a conditional permit shall only be issued after the application is accompanied by a plot plan of the premises on which the business is proposed to include the location, square footage of hard surface or asphalt parking area and proposed parking plan.
(2) 
All premises upon which automobiles are sold shall have no more than two (2) defined access points to adjoining streets. The perimeter of the parking area/storage area shall be bordered by "CG-1" curbing.
(3) 
All premises upon which automobiles are sold shall have an area on the premises solely for customer parking. All portions of the premises, which are used for parking of all automobiles, shall be covered with a surface as defined in Section 405.325(I).
(4) 
All premises upon which automobiles are sold shall also be furnished with adequate lighting to allow the entire premises to be observed at all hours from the City streets.
(5) 
All premises upon which automobiles are sold shall have permanent office facilities. Such facilities shall be housed in a permanent building located on the premises and shall have adequate toilet facilities which shall be on sewers, if sewers are available, or as otherwise defined by the City's ordinances.
(6) 
No motor vehicle shall be kept on the premises upon which automobiles are sold if that motor vehicle has been wrecked, disabled, junked or is incapable of being operated under its own power.
(7) 
All automobile parts, equipment and accessories located on any premises in which the automobiles are sold shall be stored inside a building located on said premises. Outside storage of automobile parts, equipment and accessories is prohibited.
(8) 
Security fencing and screening shall not be required for this type of storage. The perimeter of the hard surfaced areas shall meet the same setbacks for fencing in Subsection (7)(b) with the intent of providing areas for plantings, landscaping and grass.
g. 
Storage of trucks/tractors. Parking and storage of tractors, truck tractors and trailers within this district shall not exceed twenty-four (24) hours unless the vehicle is used to carry out delivery of goods or services in connection with a business and the vehicle is legally parked/stored upon the premises of that business.
h. 
Construction trailers. Construction trailers or trailer offices shall not be permitted, nor shall trailers be used for storage, without a conditional use permit, which shall not exceed a period of six (6) months. A construction trailer or trailer office associated with an approved building project is allowed.
8. 
Alcohol consumption. No person shall consume or drink any intoxicating liquor of any kind or any beer on any public street, sidewalk, park or on the outside of any other public place which does not have a liquor license permitting outside consumption.

A. 
No building that was designed and constructed as a residential building shall be converted for use as an office building or other business purposes unless the following conditions are met:
1. 
Code compliance. The site is made to comply with all Building Code and zoning ordinance requirements.
2. 
Execute permits. All necessary permits are obtained, including a building permit.
3. 
Site plan approval. A site plan meeting the requirements of Article XXIV of the zoning ordinance plus any changes to the interior of the building shall be prepared by a professional architect or professional engineer registered in the State of Missouri and submitted for review and approval by the Planning Commission prior to issuance of permits.

Section 405.320 of this Code shall be applied to sites falling under Article XIII regulation.

A. 
General. For all dwellings, buildings or structures hereafter erected, constructed, reconstructed, altered or improved upon in District "C-2", provisions shall be made in the form of garages, carports or open parking areas for the parking of motor passenger vehicles which shall conform with the requirements set forth in this Section and Article XVIII.
B. 
Determination Of Required Number Of Spaces.
1. 
Number of parking spaces required. To determine the minimum amount of parking spaces required, first see Section 405.520. If Section 405.520 does not list the particular use, the minimum amount of parking spaces required is one (1) off-street parking space for each one hundred fifty (150) square feet of the gross building size.
2. 
Fractional spaces. When determination of the number of off-street parking spaces required by this regulation results in a requirement of a fractional space, the fraction of one-half (½) or less may be disregarded and a fraction in excess of one-half (½) shall be counted as one (1) parking space.
C. 
Parking Space Dimensions. A parking space shall be connected with a street or alley by a surfaced driveway which affords satisfactory ingress or egress for automobiles. For handicapped spaces, see Subsection (E) below.
1. 
Perpendicular and angled. A parking space shall be (exclusive of driveway, alley, street) nine (9) feet in width by twenty (20) feet in length.
2. 
Parallel. A parking space shall be nine (9) feet in width by twenty-three (23) feet in length.
3. 
Compact car parking. Twenty-five percent (25%) of the required off-street parking spaces may be designed for compact cars. Such spaces shall be grouped in one (1) location, identified by signs as reserved for compact cars only and located reasonably close to building entrances in order to encourage utilization. When parking spaces for compact cars are utilized, then the square feet of required parking may be reduced by ten percent (10%).
4. 
Overhangs. Where the end of the parking space abuts a curbed area, an overhang may be permitted which would reduce the length of the parking space by two (2) feet. Such overhangs shall be measured from the face of the curb and shall not encroach within ten (10) feet of a right-of-way line or encroach into walkways less than six (6) feet in width.
D. 
Parking And Driving Aisles Setbacks. The perimeter of off-street parking areas including loading areas, maneuvering areas, aisles, driveways and approaches shall comply with the following setbacks:
1. 
Front lot line. The back of curb shall be ten (10) feet from the front lot line or right-of-way line.
2. 
All other property lines. The back of curb shall be five (5) feet from the side and rear lot lines.
3. 
Alley ways and common access drives. The back of curb shall be three (3) feet from an alley property line or from the edge of a common access drive.
E. 
Parking Facilities For Handicapped. Parking facilities shall be provided for the physically handicapped for all establishments used by the general public, employees or visitors.
1. 
Spaces required. Refer to Article XVIII Parking and Loading Regulations Section 405.525 Parking Spaces for Disabled Persons.
2. 
Dimensions. Each reserved space shall be at least twelve (12) feet wide and at least twenty (20) feet long.
3. 
Location. Parking spaces for the physically handicapped shall be located as close as practical to elevators, ramps, walkways and entrances. Parking spaces should be located so that the physically handicapped persons are not compelled to wheel or walk behind parked cars to reach entrances, ramps, walkways and elevators.
4. 
Ramps. Where a curb exists between a parking lot surface and a sidewalk surface, an inclined curb approach or a curb cut with a slope of not greater than one (1) unit vertical to twenty (20) units horizontal shall be provided for wheelchair access.
F. 
Driveways And Aisles Required. Each required off-street parking space shall open directly upon an aisle or driveway of such width and design as to provide safe and efficient means of vehicular access to such parking space.
1. 
Driveway approaches. Ingress and egress for parking shall be by means of driveways with a minimum width of twenty-four (24) feet for a two-way drive and twelve (12) feet for a one-way drive and a maximum width of forty-eight (48) feet for a two-way drive and thirty-six (36) feet for a one-way drive. Width of a drive is measured at the property line and does not include curb and gutter in the measurement. Head-in parking from any public right-of-way shall not be permitted. Ingress and egress from common/shared drives is encourage in this district to minimize the number of access points along roadways.
a. 
From public streets, an approach shall be paved with reinforced Portland cement concrete six (6) inches thick from the edge of the road surface through the property line.
b. 
From common access drives, an approach shall be paved according to Section 405.400.
2. 
Aisles. Standing areas, aisles for maneuvering and entrance and exit roadways shall not be computed as parking space and shall be provided in addition to parking space. Aisles, which connect adjacent properties, are allowed and encouraged where their existence encourages safe and orderly traffic flow. Parking spaces shall have a vertical clearance of at least seven (7) feet six (6) inches and shall be measured at right angles to the axis of the vehicle. Aisles shall not be less than:

G. 
Surfacing Of Parking Lots. All off-street parking, loading areas, maneuvering areas and aisles shall be at the very minimum hard surfaced according to the following regulations:
1. 
Vehicles twenty thousand (20,000) pounds or less. Ninety-five percent (95%) compacted base that is a minimum of four (4) inches of crushed rock and covered with four (4) inches of Portland cement concrete or asphalt concrete.
2. 
Vehicles over twenty thousand (20,000) pounds. Ninety-five percent (95%) compacted base with a minimum of six (6) inches of crushed rock and covered with a minimum of six (6) inches of Portland cement concrete or asphalt concrete.
H. 
Curbing And Storm Drainage. All parking lots and drives leading thereto shall have curbs and drainage facilities as part of the site plan approved by the Planning Commission.
1. 
The applicant shall provide drainage structures and easements of sufficient size to handle all the stormwater from the site.
2. 
"CG-1" curb and gutter is required around all parking and drive areas.
I. 
Lighting. Any off-street parking area providing space for five (5) or more vehicles which are normally used during the hours of darkness (after 6:00 P.M.) shall be provided with lights that provide at least an average of one-fourth (0.25) foot-candle over the entire parking area, measured on the ground surface and arranged to minimize glare to motorists on public streets and to residents of adjoining property.
J. 
Parking Structures. Parking space provided in an enclosed or semi-enclosed structure shall not project beyond any required building line.
K. 
Accessory Use. Off-street parking shall be considered accessory to the use for which the parking is provided. Parking not located on the same tract on which the main use is located must be located within the zoning district in which parking is a permitted use or be located in accordance with the provisions of this Article relating to off-street parking conditional uses.
L. 
Plans And Approval Required. Plans showing the layout and design of all required off-street parking and loading areas shall be submitted as a part of the site plan for approval by the Planning Commission. Before approving any parking layout, the Planning Commission shall confirm that the spaces provided are usable and meet standard design criteria contained herein. In the case of a use for which off-street parking requirements are not specifically enumerated or mentioned, the requirements for off-street parking for a use that is similar shall apply. Similarity is to be determined by the zoning enforcement person. All required off-street parking spaces shall be clearly marked on the plan.
M. 
Occupancy Certificate. All required parking spaces, driving aisles and access drives required by that portion of the building covered by the occupancy permit sought shall be constructed prior to the issuance of any occupancy certificate. No building shall be occupied prior to issuance of an occupancy permit.
N. 
Automobile Repair And Service Prohibited. No motor vehicle repair work or service of any kind shall be permitted on any off-street parking facility.
O. 
Expansion Or Change In Use Requires Parking Adjustment. When there is an enlargement to any building to an extent in excess of twenty-five percent (25%) of the floor area of the existing building or structure or there is a change in use of the lot, building or structure, the off-street parking requirements shall meet the requirements of the expanded or new use. In no case shall such a change or expansion of use be permitted that cannot provide the number of off-street parking or loading spaces required in this Article.
P. 
Voluntary Provision. Any off-street parking lot not required by the provisions of these Articles but which is voluntarily provided shall observe all requirements of this Article in the development of such parking area.
Q. 
Additional Parking Regulations. The following regulations shall apply:
1. 
Signs. All signs thereon shall conform to City ordinance.
2. 
Striping. All parking spaces shall be striped with appropriate and durable paint, clearly delineating spaces.
