There is hereby established in the Town of Plainville an Economic
Development Agency, hereinafter referred to as the "Agency," for the
promotion and development of the economic resources of the Town.
On or before December 1, 1992, and thereafter on an annual basis,
the Agency shall select one of its members to serve as Chairperson
and one of its members to serve as Secretary. Said Agency shall make
rules and regulations for the transaction of its business and shall
keep a record of all votes and other proceedings of its meetings.
The purpose of the Agency shall be:
A. To encourage the involvement of business and industry in the community
and improve the public's understanding of the value of responsible
economic development compatible with the character of the municipality.
B. To preserve existing business and industry and foster appropriate
opportunities for potential economic development.
The responsibilities of the Agency shall include but shall not
be limited to at least the following duties in furtherance of the
purposes noted above:
A. Conduct research into the economic conditions and trends in Plainville.
B. Make recommendations to appropriate officials and agencies regarding
action to improve Plainville's economic condition and development.
C. Promote the overall continued growth of industry and business through
infrastructure improvements and the initiation and administration
of all aspects of any municipal development projects undertaken pursuant
to Chapter 132 of the Connecticut General Statutes.
D. Cooperate with and coordinate the activities of unofficial bodies
organized to promote economic development.
E. Annually prepare and transmit to the Town Council a report of its
activities and its recommendations for improving economic conditions
and development.
At all times when any orders, rules and regulations made and
promulgated pursuant to this article shall be in effect, they shall
supersede all existing resolutions, orders, rules and regulations
insofar as the latter may be inconsistent therewith.
This article shall not be construed to conflict with any state
or federal statute, rule or regulation.
