The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
Declaration and notification of emergency.
(1) 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets or upon parking areas or sections thereof, including entrances thereto and exits therefrom, located on lands owned, leased or maintained by the Township or by the Board of Education of the Township where temporary emergency no-parking signs are displayed. The Chief of Police, or, in his absence, the ranking police officer, is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when weather conditions, accidents, fires, or public celebrations or other circumstances or events dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic, including the need to temporarily prohibit parking for purposes of snow removal.
(2) 
Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle or placed upon or in any such vehicle which has been parked prior to the posting of the signs.
B. 
Removal of vehicles. Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
Posting of temporary signs. The effectiveness of this section is contingent on temporary signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 520-28) attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II (§ 520-29) attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III (§ 520-30) attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV (§ 520-31) attached to and made a part of this chapter.

A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highways, no vehicle shall be parked on any of the streets or parts thereof located in the Township of Mine Hill.
B. 
The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
C. 
Removal of vehicles. Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. Before regaining possession of the vehicle, the owner shall pay the reasonable costs of the removal and storage which may result from such removal.

In accordance with the provisions of N.J.S.A. 39:4-1, 39:5A-4 and 39:4-197, the following off-street parking yards and Board of Education property are designated as handicapped parking areas. Such spaces are for use by persons who have been issued special identification cards, plates or placards issued by the Division of Motor Vehicles or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these areas.

A. 
Parking restricted. No person shall park a truck, tractor trailer, trailer, semi-trailer or omnibus having registered gross weight in excess of 10,000 pounds (five tons) upon any street in the Township of Mine Hill between the hours specified below:

B. 
It shall be unlawful for the owner or operator of any truck, tractor-trailer or combination to drop or disengage the trailer combination or permit said vehicle to stand upon any portion of public streets, avenues, or highways of the Township of Mine Hill at any time except for emergencies or with proper unloading facilities.
C. 
Exceptions.
(1) 
The provisions of this section shall not apply to:
(a) 
Vehicles of the Township of Mine Hill, Wharton Police Department, fire apparatus, ambulances or vehicles engaged in the work of a public utility.
(b) 
Vehicles actually engaged in making deliveries or rendering services in or upon the property adjacent to the street where said vehicle is parked.
(2) 
Disabled vehicles may be parked for a period not to exceed 48 hours, provided that the Police Department is notified in writing that the vehicle is disabled.

Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park the vehicle in any of the following places:
A. 
Within 25 feet of the nearest crosswalk or sideline of a street or intersecting highway; or
B. 
Within 50 feet of a stop sign.
