There hereby is and shall be established a Fire Department of the City to be known as the St. Robert Fire and Rescue. The Fire Department shall consist of the Fire Chief, and all personnel, and fire equipment; provided however, that the City may contract for services of some other political subdivision of the State to provide fire protection to the City in which case the contracting party shall have direct charge of and responsibility of the fire protection equipment, men and functions. The Fire Department, through its Chief and personnel, shall be responsible for, and shall offer the public within the jurisdiction of the City, safety to life, limb and property, and protection from fire hazards, and in addition shall perform such duties as may be assigned by the City Administrator. The Board of Aldermen may assign other functions to the Fire Department by ordinance.

A. 
Qualifications Of Firefighters. A firefighter shall be at least eighteen (18) years of age, a citizen of the United States and resident of the State, reside in an area which is within thirty (30) minutes normal travel time to this City's then current central fire station within a period of one (1) year from the firefighter's date of appointment, shall not have been convicted of a felony, shall possess a valid Missouri driver's license, be of good moral character, and shall meet such physical, mental and educational requirements as shall be set out by the Board of Aldermen and the Fire Chief in the rules and regulations of the Fire Department.
B. 
Duties Of Firefighters. The firefighters shall have such duties as shall be assigned to them by their respective department heads.
C. 
Other Employees. Other employees of the Fire Department shall have such titles as are assigned to them by the Fire Chief if they are not qualified firefighters and shall have such duties as shall be assigned to them by their respective department heads.
D. 
Terms Of Employment. The term of employment of department personnel shall be as follows:
1. 
Firefighters. The firefighters shall serve one (1) year probationary period. If a firefighter fails to successfully complete his/her probationary period, he/she shall be removed from duty and discharged upon notice.
2. 
Termination. A firefighter or other employee of the Fire Department may be suspended or released from duty by his/her immediate supervisor at any time. Such suspension or removal shall be immediately reported to the Fire Chief. Firefighters and other employees of the Fire Department serve at the will of the Fire Chief and may be removed by the Fire Chief at any time, with or without cause. Any action taken against a firefighter shall be reported to the City Administrator together with reasons for the action, if any.

The Fire Chief, with the approval of the City Administrator, may establish and may publish rules and regulations for the personnel and the operation of the Fire Department as he/she shall deem necessary. The Board of Aldermen may also establish rules and regulations pertaining to the Fire Chief. The rules and regulations may apply to firefighters and other employees of the Fire Department, employee qualifications, time for working, uniforms, official conduct, personal conduct, equipment, discipline, training, records, reports, public relations, and any and all other matters related to the duties of the members and employees of the Fire Department pertaining to the functions of the Fire Department. The Fire Chief may not change any rule or regulation approved by the Board of Aldermen without approval by a majority of that Board.

The Board of Aldermen shall fix and determine the compensation of the personnel and employees of the Fire Department from time to time by ordinance.

The Fire Chief and his/her authorized representative (such representative may be known as the Fire Marshal) shall be responsible for an effective fire prevention program within the City, and shall be the Chief Enforcement Officers of the City Fire Code and other ordinances of the City concerned with eliminating, preventing, or regulating fire or potential fire hazards.

A. 
The Board of Aldermen shall receive from the Fire Chief each year, in January, a record of the performance and activity of the Fire Department in the year immediately preceding.
B. 
The Fire Chief shall maintain a department personnel file of the members and employees of the Fire Department, and shall record therein such information as the Board of Aldermen shall require from time to time. This file shall be separate and apart from the employee's official personnel file maintained by the Human Resources Director.

A. 
The Board of Aldermen of the City of St. Robert has determined that there is a need to amend the fees it charges for providing the course instruction and material for certain safety classes.
B. 
The Board of Aldermen, having reviewed the City of St. Robert's cost to provide course instruction and material for the training of each enrollee in CPR certification, finds the fee for this instruction should be fifty dollars ($50.00). This fee is to be paid by the enrollee to the City of St. Robert for providing such instruction and certification.
C. 
The Board of Aldermen, having reviewed the City of St. Robert's cost to provide course instruction and material for the training of each enrollee in first aid certification, finds the fee for this instruction should be twenty five dollars ($25.00). This fee is to be paid by the enrollee to the City of St. Robert for providing such instruction and certification.

A. 
The City of St. Robert shall establish mitigation rates for the delivery of emergency and non-emergency services by the Fire Department for personnel, supplies and equipment to the scene of emergency and non-emergency incidents as listed in Exhibit A. The mitigation rates are established as set forth in Exhibit A, which may include any services, personnel, supplies, and equipment and with baselines established by addendum to Ordinance No. 2772.
B. 
A claim shall be filed to the party(s) requiring the service through their insurance carrier. In some circumstances, the party(s) requiring services will be billed directly.
