This chapter shall be known and may be cited as the "Zoning Ordinance of the City of Watervliet, New York."
The City Council of the City of Watervliet is authorized to enact this chapter by the authority and power granted by Article 2-A, Chapters 20, 24 and 25, of the General City Law of the State of New York.[1]

This chapter applies to all buildings, structures, lands and uses over which the City of Watervliet has jurisdiction. This chapter is not intended to replace any other laws, ordinances and regulations of the City. All applicants are hereby advised that compliance with all other regulations is required.
This chapter shall become effective on the date of its adoption.
This chapter has been developed in accordance with the City of Watervliet's Comprehensive Plan and Local Waterfront Revitalization Program, where applicable, and considers the land use policies, principles and guidance provided by such plans to protect and promote the health, safety, character, morals, comfort, convenience, economy, aesthetics, general welfare, natural and cultural resources, which shall include the following:
A. 
The continued promotion of the City's revitalization within a framework that balances economic development, preservation and the environment.
B. 
The continued viability and improvement of the City's residential environment and economy and the assurance of adequate and necessary sites for a full range of residential, industrial, commercial, recreational, open space and public and quasi-public uses reflecting local and appropriate regional needs.
C. 
The encouragement of flexibility in the design and development of land and buildings in such a way as to promote the most appropriate use of lands, to facilitate more economic provision of streets and utilities and to enhance and protect the quality of the natural and built environment of the City.
D. 
The provision of clear land use policies to encourage new development while protecting and preserving Watervliet's character and important historic, natural and cultural features.
E. 
The maximum protection of residential and nonresidential areas from the intrusion of incompatible land uses, from traffic congestion and from environmental pollution, including the provision of adequate light and air and from threats to the safety of persons or property.
Whenever a provision of this chapter refers to the Community Revitalization and Planning Director, Building Inspector, Zoning Enforcement Officer, Corporation Counsel, or any other officer of a department of the City to some act, the provision shall be construed to authorize such official to designate, delegate and authorize other persons to undertake and to provide for the enforcement and administration of such functions.
