A.
The State traffic laws regulating speed
of vehicles shall be applicable upon all streets within the City,
except that the City may by ordinance declare and determine upon the
basis of engineering and traffic investigation that certain speed
regulations shall be applicable upon specified streets or in certain
areas, in which event it shall be unlawful for any person to drive
a vehicle at a speed in excess of any speed so declared when signs
are in place giving notice thereof, but no City ordinance shall regulate
the speed of vehicles upon divided limited access highways. Police
Officers of the City may, however, enforce such speed regulations
in the same manner as for all other roadways within the City.
B.
The City will submit to the State Highways and Transportation Commission for approval any ordinances, rules, regulations, or resolutions appertaining to the regulation of speed where such ordinances, rules, and regulations are applicable to Section 305.010 of this Title and will not enact or keep in force any ordinance not approved by the Commission.

A.
The provisions of Sections 304.009, RSMo.,
as amended, are herewith adopted as concerns the enforcement of the
sixty-five (65) mile per hour speed limit on that portion of Interstate
70, a limited access divided highway, located within the City. Police
Officers of the City will enforce the speed limit in the same manner
as other local ordinances.

No person shall drive a motor vehicle
at such a slow speed as to impede or block the normal and reasonable
movement of traffic, except when reduced speed is necessary for safe
operation or in compliance with law. Police Officers may enforce the
provisions of this Section by directions to drivers, and in the event
of apparent willful disobedience to this provision and refusal to
comply with direction of an officer in accordance herewith, the continued
slow operation by a driver is an ordinance violation.

A.
Upon the trial of any violation of ordinances
regulating the speed of motor vehicles upon the streets of the City,
the Chief of Police, and any and all other Officers of the Police
Department of the City are hereby authorized to use radar, speed guns
or any other approved electronic devices for measuring speed to determine
the violations of ordinances regulating speed upon the streets of
the City. Radar, speed guns or any other electronic devices for measuring
speed of motor vehicles shall be admissible in evidence. Such evidence
shall be construed as follows:

If the radar, speed gun or other
electronic device for measuring speed when used in any specific incident
shows that the speed at the time was less than maximum speed allowed
by ordinance on any street in the City, it shall be presumed that
the person was not exceeding the speed limit.
2.
If the radar, speed gun or other
electronic device for measuring speed when used in any specific incident
shall register a speed of the driver of the motor vehicle that is
in excess of the maximum speed set by ordinance for the particular
street on which the driver was operating, this fact shall be prima
facie evidence that the person was violating the City ordinance.
3.
The foregoing provisions of this
Chapter shall not be construed as limiting the introduction of any
other competent evidence bearing upon the question whether the person
was violating the City ordinance regulating the maximum speeds in
the City.

It shall be unlawful for any person
to interfere in any manner with the operation of radar or any other
device or method used to check, test, gauge or determine the speed
of motor vehicles within the City limits.

No person shall drive any vehicle
on a street or highway in any race, speed competition or contest,
drag race or acceleration contest, test of physical endurance, exhibition
of speed or acceleration, or for the purpose of making a speed record,
and no person shall in any manner participate in any such race, competition,
contest, test or exhibition.
