The responsibility for the proper numbering of each residence, building or other structure on the street front and, if there be an alley entrance, also at the alley entrance to the premises on which a said residence, building or other structure is located shall rest upon its owner, trustee, lessee, agent or occupant who shall cause the same to be numbered. The number shall be placed on the front of the residence, building or other structure over or on either side of the entrance, the said numbers to be of paint or metal and at least four (4) inches in height, the color of the numbers to be in contrast to the immediate background and shall be so placed as to be in full view from the opposite side of the street. Where the front of the residence, building or other structure is more than one hundred fifty (150) feet from the center of the road or street, an additional address sign, not vulnerable to damage by snow plows, delivery trucks or other hazards, shall be placed adjacent to the driveway leading to the building or residence. It shall further be unlawful to cover any address number with any sign, drapery or other obstruction tending to conceal such number. All old numbers must be removed from any residence, building or other structure when a new number has been assigned or when so directed by the Director of Public Works. The address number shall be placed conspicuously at the said alley entrance, the same to be of paint or metal figures, not less than four (4) inches high. The Director of Public Works is hereby authorized to require the numbering and renumbering of any residence, building or other structure and the alley entrance thereof in accordance with his/her directions.
