The Mayor shall exercise a general supervision over all the Officers and affairs of the City, and shall take care that the ordinances of the City, and the State laws relating to the City are complied with. The Mayor shall sign all commissions and appointments of the City Officers elected or appointed; shall approve all official bonds unless otherwise provided by ordinance; shall sign all orders, drafts, and warrants drawn on the City Treasury for money. He shall have power to call on every male inhabitant of the City over the age of eighteen (18) years and under the age of fifty (50) years to aid in the enforcing the laws and shall have power to remit fines and forfeitures, and to grant reprieves and pardons for offenses under the ordinances of the City.

The Mayor shall have a seat in and preside over the Board of Aldermen, but he shall not vote on any question except in case of a tie, nor shall he preside or vote in cases when he is an interested party. He shall from time to time communicate to the Board of Aldermen such measures as may, in his opinion, tend to the improvement of the finances, the Police, the health, security, ornament, comfort and general prosperity of the City, and shall make personal investigation of all matters relating to City finances, nuisances that may exist, condition of streets, alleys, sidewalks or public places.

No person shall be Mayor unless he be at least twenty-five (25) years of age, a citizen of the United States and a resident of the City at the time of and for at least one (1) year next preceding the date of his election.

The salary of the Mayor shall be an amount per year payable semi-annually, as set by the Board from time to time.
