It is the intent of these requirements that adequate off-street parking and loading facilities are to be provided for each use of land. Requirements are intended to be based on the demand created by each use. These requirements shall apply to all uses in all zones.
A. 
All construction and design requirements for off-street parking facilities are located in Chapter 265, Subdivision and Land Development.
B. 
Location. All parking off-street parking and loading facilities shall be provided on the premises except that, after Zoning Hearing Board approval, all or part of the required number of off-street parking spaces may be provided on a separate lot or lots within 500 feet from such premises (see § 310-207).
A. 
The following minimum number of off-street parking spaces shall be provided in accordance with the proposed use. All structures and uses not specifically mentioned below shall be provided with sufficient spaces to accommodate the vehicles of all persons regularly to be employed, to have business therein, or to reside on the premises.
Residential Uses
Dwelling, 1- and 2-family
2 for each dwelling
Dwelling (townhome, apartment or other multiple dwelling)
2 for each dwelling
Apartment houses
The total number of parking or garage spaces shall be not less than 2 times the number of dwelling units in the building. A garage accessory to an apartment house shall provide only for the storage of vehicles of the owner, tenants and employees.
Apartment structures in combination with permitted commercial uses
Parking spaces, as required, if both uses were established separately
Commercial Uses
Hotel, motel, tourist home, boardinghouse
At least 1 parking space for each guest room, plus 1 additional space for every 2 full-time employees. If a restaurant in connection with the above is open to the public, the off-street parking facilities shall be not less than those required for restaurants, in addition to those required for guest rooms.
Vacation rental house
At least 1 parking space for each bedroom in the dwelling unit, but in no event shall less than 2 spaces be provided for each dwelling unit
Funeral home
At least 1 parking space for each 3 seats for public use. Such space shall be in addition to employee parking needs and service area for mobile equipment such as hearses and ambulances.
Retail store
1 for every 200 square feet of gross floor area
Convenience stores
1 for every 75 square feet of gross floor area
Vehicle, boat and trailer sales
1 for every 500 square feet indoor and outdoor display area
Vehicle repair, fueling, service and body shop facilities
1 for every 200 square feet of gross floor ground area devoted to repair and service facilities in addition to areas normally devoted to automobile storage
Vehicle washes
No less than 4 spaces per wash lane
Flower or plant nursery, landscape gardener's business
1 for every 500 gross square feet of lot area
Retail furniture, appliance, carpet or wall covering stores
1 for every 400 gross square feet of lot area
Food markets, grocery stores, pharmacies
At least 1 space for every 100 square feet of sales area
Restaurant, banquet facility, or tavern
1 for each 4 seats, plus 1 per each employee on largest shift
Drive-through and/or fast-food restaurant with seating
1 for each 3 seats or 75 gross square feet of floor area
Drive-through and/or fast-food restaurant without seating
6 seats per window/serving station
Shopping centers
1 for every 200 gross square feet of floor area
Offices, banks
1 for each 200 gross square feet of total floor area

3 parking spaces for each chair to be utilized in the business. If, however, the beauty shop or barbershop is legally part of a residence, 2 spaces for each chair, provided there are 2 parking spaces for the residents.
Personal service establishments (not otherwise provided for)
1 space for each 100 square feet of floor space or fraction thereof devoted to such use
Self-service laundromats
1 space per every 1.5 washing machines
Commercial kennels
1 space per employee plus 3 spaces for customer parking
Home improvement and building supply stores
1 for each 500 gross square feet of total floor area plus 1 per each employee on largest shift
Shops for contractors and craftsmen
1 for each 500 gross square feet of total floor area
Other commercial buildings
1 for each 400 gross square feet of total floor area
Open areas used for commercial purpose
At least 1 parking space for each 1,500 square feet of area, or fraction thereof
Recreation Uses
Bowling alley, billiard room
At least 5 spaces per bowling lane
Amusement arcade
1 space for each 80 square feet of gross floor area
Athletic field
1 space for each 4 seats of spectator seating; however, if no spectator seating is provided, a temporary parking area shall be provided on the site. Such area must provide sufficient number of spaces to serve all users of the site and include a fence delineating such parking area.
Campgrounds
1 space per campsite, plus 1 per employee, plus 50% of the spaces normally required for accessory uses
Golf course
At least 8 parking spaces for each tee
Golf driving range
1 space per tee and 1 per employee
Miniature golf course
2 spaces for each hole and 1 per employee
Riding school or horse stable
1 space for each 2 stalls plus 1 per every 4 seats of spectator seating
Picnic area
1 space for each table
Skating rink
1 space for each 4 persons of legal occupancy
Swimming pools (other than 1 accessory to a residential development)
Where a swimming pool is the principal use, at least 1 parking space for each 4 persons based upon the designed capacity of the pool

4 spaces per court plus 50% of the spaces normally required for accessory uses
Other commercial recreation
1 space per 5 seats or similar accommodation or 1 space per 2 lockers or similar accommodation, whichever yields the larger parking requirement
Social and Institutional Uses
Auditorium, stadium, place of worship and other similar places of assembly, excluding theaters, bowling alleys, discotheques and cabarets
1 for each 4 seats or 1 for each 200 gross square feet of floor area, whichever is the greater
Assembly hall or other public area
1 for every 200 square feet of floor area
Hospital, nursing or convalescent homes
1 for each 400 gross square feet
Rehabilitation centers or halfway houses
1 per each employee on largest shift plus 1 per each 3 people anticipated to be handled through the facility
Theaters

B. 
All other uses. For uses permitted by right but where no parking requirement is specified, the minimum parking requirement shall be one space for each employee computed on the basis of the estimated maximum number of employees on duty at any one time, plus one space per 500 square feet of gross floor area. Where a use is permitted by special exception or by conditional use approval and where no parking requirement is specified in this section, the minimum parking requirement shall be one space for each employee computed on the basis of the estimated maximum number of employees on duty at any one time, plus one space per 500 square feet of gross floor area, unless the Zoning Hearing Board or Board of Supervisors, as appropriate, determines that a greater number of spaces is required.
Handicapped accessible parking shall be provided in accordance with the requirements of the Americans with Disabilities Act, as may be amended from time to time. Handicapped accessible parking spaces shall be properly posted in accordance with applicable state laws.
When any lot contains two or more uses having different parking requirements, the parking requirements for each use shall apply to the extent of that use. Where it can be conclusively demonstrated that one or more such uses will be generating a demand for parking spaces primarily during periods when the other use or uses is not or are not in operation, the Planning Commission may reduce the total parking spaces required for that use with the least requirement.
When two or more uses that require off-street parking spaces are located in a single structure, the separate parking requirements for each use shall be applied.
When a theater, restaurant or other commercial or institutional use can document that a notable percentage of their customers will be transported to and from their premises in buses, the Board of Supervisors, as part of the Land Development Plan approval process, may approve the substitution of bus spaces for required parking spaces. When approved by the Board of Supervisors, one bus parking space may be substituted for seven required parking spaces to a maximum of 10 total bus spaces in lieu of a maximum of 70 total required parking spaces. No substitution of required parking spaces shall be approved for any bus spaces in excess of 10. In addition, the substitution of required parking spaces by bus spaces shall not exceed 25% of the total required parking spaces.

When a commercial or institutional use can document that a notable percentage of their customers will be transported to and from their premises in horse-drawn vehicles (buggies), the Board of Supervisors, as part of the Land Development Plan approval process, may approve the substitution of buggy spaces for required parking spaces. When approved by the Board of Supervisors, one buggy parking space may be substituted for one required parking space. In addition, there shall be no limitation on the number of buggy spaces that may be substituted for required parking spaces.
Adequate off-street loading and unloading space shall be provided on the same premises with every building or part thereof hereafter erected or occupied for any use which involves the receipt or distribution of materials or merchandise by motor vehicles. This space shall be so placed and arranged as not to interfere with the free movement of vehicles and pedestrians over a public road.
Automotive vehicles or trailers of any kind or type without current required licensed plates and current inspection stickers shall not be parked or stored on any property within the Township, unless the same are kept in a completely enclosed accessory building. The requirement of this section shall not be applicable to implements and other vehicles not normally used as conveyance on the public highway.
The Township may approve leaving up to 25% of the required off-street parking spaces as landscaped areas reserved for future use, provided that:
A. 
The applicant clearly shows the reserved parking spaces on the land development plan;
B. 
The reserved parking areas shall not be counted towards meeting the minimum open space or landscaping or buffering requirements of this or any other applicable Township ordinances;
C. 
All drainage facilities shall be calculated and built as though the reserved parking areas were impervious surfaces; and
D. 
The reserved parking areas shall not be used for any purpose other than landscaped open space or temporary overflow parking during special holiday seasons or sales.
Vehicle parking lots are for the sole purposes of accommodating the passenger vehicles of persons associated with the use that requires them. Parking lots shall not be used for the following and/or loading purposes:
A. 
The sale, display or storage of automobiles or other merchandise.
B. 
Parking/storage of vehicles accessory to the use.
C. 
Performing services (including services to vehicles).
D. 
Required off-street parking space shall not be used for loading and unloading purposes except during hours when business operations are suspended.
