The City Council shall be composed of seven (7) members, chosen in accordance with the provisions of Section 78.712, RSMo.

No person shall be eligible to the office of Councilman who is not twenty-one (21) years of age, a citizen of the United States, a qualified voter and an inhabitant of the City for one (1) year next preceding his/her election. Nor shall any person be elected a Councilman who is in arrears for any tax lien, forfeiture or defalcation in office. In addition to the foregoing, no person shall be eligible to represent one (1) of the City's five (5) wards on the Council unless he/she has been a resident of the ward he/she is seeking to represent for one (1) year next proceeding his/her election and continues to be domiciled in that ward throughout his/her term on the Council. Any person elected to an at large position on the Council must remain a resident of the City throughout his/her term on the Council.

Members of the City Council shall hold their offices for three (3) years.

The salary of the Councilmen shall be one dollar ($1.00) per year.

The City Council of Poplar Bluff, Missouri, shall hold and conduct a regular but informal work session and a regular formal meeting on the first (1st) and third (3rd) Mondays of each month at 7:00 P.M. The regular formal meeting shall immediately follow the informal work session. Any item from the work session that is to be passed to a regular formal meeting for approval shall not be submitted during the regular formal meeting that same evening but shall be passed to the next regularly scheduled formal meeting, except in those cases where exigent circumstances exist and the Council deems it necessary to submit the matter for approval immediately after the work session.

Special meetings of the City Council may be called by the Mayor at his/her own instance or upon written application therefor of two (2) members of the Council. Notice of special meetings shall be given to the public in accordance with the provisions of Section 610.020, RSMo., commonly known as the "Sunshine Law".

The Council shall have no power to exempt any person from any tax or assessment or other burden imposed upon him/her by law.

Resignations of Councilmen shall be made in writing and addressed to the Mayor.

Except as otherwise provided in this Code, the conduct of the meetings of the City Council and the rules of procedure therefor shall be as provided by Robert's Rules of Order.

A. 
The regular meetings of the City Council shall be conducted in the following order and manner:
1. 
The Council meetings shall be called to order by the person presiding and by prayer by an invited minister.
2. 
The attendance of each Councilman shall be recorded by the City Clerk.
3. 
The minutes of the preceding Council meeting shall be read. The minutes shall then be approved or amended in accordance with the wishes of the Council.
4. 
The Council shall hear petitions, complaints and reports from the general public, subject to the following:
a. 
No person shall address the Council for a period longer than five (5) minutes.

b. 
This public forum shall not exceed one (1) hour.
c. 
The Council may, upon motion, seconded and passed by a majority of the Council, waive, extend or alter in any manner it sees fit the provisions pertaining to this public forum portion of the Council meeting.
5. 
The Presiding Officer shall call for old business. Business for action and discussion by Council that had been introduced at previous Council meeting.
6. 
The Presiding Officer shall call for new business. Discussion and motions concerning new business may be entertained at this time.
7. 
The Council shall be open for the introduction of bills and resolutions. Bills and resolutions shall be heard and passed in the manner prescribed by ordinance.
8. 
The Council shall hear the report, if any, from the City Manager. The Council may entertain discussion and motions concerning matters in the report at this time.
9. 
Meetings shall be adjourned by motion, seconded and passed by the majority vote of the Council.
B. 
Decorum for regular meetings of the City Council shall be as follows:

1. 
Any citizen speaking before the City Council must be dressed appropriately; preferably business/casual; those inappropriately dressed may be denied access to the Council. Discretion will be that of the Mayor and City Council.
2. 
An area will be designated within the Council Chambers for the use of audio and video recording devices by the press and others which will provide ample position and opportunity to record by audio and video means the official business of the Commission while in session.
3. 
No live broadcasting within the Council Chambers of its proceedings in whole or in part is allowed. A simultaneous broadcast of the proceedings is available on the internet at "YouTube" and the same is preserved there for an extended period of time.
4. 
The area designated for the press and others who wish to make audio or video recordings will be designated by the Mayor and the City Clerk will direct persons to the identified area.

No ordinance shall be passed except by bill and no bill shall become an ordinance unless on its final passage a majority of the members elected to the Council shall vote therefor and the "ayes" and "nays" shall be entered on the journal. Every proposed ordinance shall be introduced to the Council in writing and shall be read by title or in full two (2) times prior to passage. Both readings may occur at a single meeting of the Council. If the proposed ordinance is read by title only, copies of the proposed ordinance shall be made available for public inspection prior to the time the bill is under consideration by the Council. Upon the request of any Councilman, the ordinance shall be read in full. No bill shall become an ordinance until it shall have been signed by the officer presiding at the meeting of the Council at which it shall have been passed.

Upon final enactment thereof, each ordinance shall be sent to the City Clerk and by him/her numbered, filed and recorded in a book provided for that purpose and indexed and preserved in his/her office.

No person serving as a member of the City Council may be employed for any regular position with the City until the expiration of two (2) years from the date said Council member's term of office ends.
