The City Council shall appoint a City Manager who shall possess
such qualifications, educational training and experience as in their
judgment shall be necessary to properly administer City affairs.

The City Manager shall hold his/her office at the pleasure of
the City Council or may be employed for a term not to exceed one (1)
year.

The City Manager shall be administrative head of the City. He/she
shall attend all meetings of the City Council and, from time to time,
communicate to the Council such measures as may in his/her opinion
tend to the improvements of the finances, health, security, ornament,
comfort and general prosperity of the City. He/she shall be a conservator
of the peace and shall be active and vigilant in enforcing all laws
and ordinances of the City. All of the appointed officers and employees
of the City shall be subordinate to the City Manager and no member
of the City Council shall deal with any such officer or employee except
through the City Manager.

The City Manager shall execute and file with the City Clerk
a bond for the faithful performance of his/her duties in an amount
of not less than one hundred thousand dollars ($100,000.00) before
assuming the duties of his/her office.

The City Manager shall appoint such officers and employees as
may be necessary in the management of City affairs. All appointed
officers shall hold their tenure of office subject to the pleasure
of the City Manager.
