There is hereby created in and for the City of Poplar Bluff
the office of the Director of Finance.

The Director of Finance shall be appointed by the City Manager
and shall serve at the pleasure of the City Manager.

The Director of Finance, under the supervision of the City Manager,
shall be responsible for the preparation of the annual budget. It
shall be his/her responsibility to confirm that all expenditures made
are authorized by the budget. Further, he/she shall be responsible
for the purchases made by his/her department as provided for in the
annual budget.

The Director of Finance shall coordinate the functions of the
office of City Collector and Finance Clerk. With the approval of the
City Manager, the Director of Finance may reassign duties of personnel
in order to ensure the most efficient and economical operation of
the departments coordinated by the Director of Finance.

Nothing to the contrary herein withstanding, the Director of
Finance shall not perform any duties nor assume any responsibility
inconsistent with the statutory duties of other City Officers and
personnel or take any action in conflict with existing ordinances
for the City of Poplar Bluff, Missouri.

The City Manager is hereby authorized to prepare and promulgate
a job description for the office of Director of Finance. Such job
description shall be submitted to and approved by the majority of
the Council of the City of Poplar Bluff, Missouri.
