There is hereby established an Arts and Museum Advisory Board.

The Board shall consist of nine (9) persons who shall be persons actively interested or participating in the fine arts and cultural development of the City of Poplar Bluff, Missouri.

The Mayor may, with the approval of a majority of the City Council, appoint a member of the Council to serve as an ex officio member of the Board. Said ex officio member shall serve for a period of one (1) year as of June first (1st) of each year.

The members of the Advisory Board shall serve without compensation.

The members of the Advisory Board shall subscribe to the oath of office required of other City Officials.

The Advisory Board shall hold at least one (1) meeting per quarter and adjourn meetings when necessary. All meetings shall be open to the public.

There shall be a Chairman, a Vice Chairman and a Secretary of the Advisory Board selected by a majority vote of the members of the Board, elected by the Board and removed at the Board's pleasure.

A. 
The Advisory Board shall make such rules as may be necessary for its operation, not inconsistent with the ordinances of the City, rules of the City Council, Statutes of this State or such other laws and regulations as may be applicable.
B. 
The Advisory Board shall be subject to the provisions of the ordinances of the City as they relate to boards generally, as such ordinances are not inconsistent with the provisions herein.

The Advisory Board shall keep and preserve a true record of its meetings and such records shall be attested to by its Secretary.

The Advisory Board shall supervise, manage and make suggestions to the City Council with regard to any funds related to the fine arts and art center for the City of Poplar Bluff, a museum for the City of Poplar Bluff and such other matters as may relate to the fine arts and cultural development of the City or as may, from time to time, be called to the attention of the City Council.

The Advisory Board shall prepare and submit to the City Council a budget which will include such expenses as may be necessary for its operation.
