It shall be the duty of the owner of each and every dog or cat of more than six (6) months of age and kept, harbored or maintained by the owner thereof in the corporate limits of the City of Poplar Bluff to pay an annual license fee of ten dollars ($10.00) per spayed or neutered animal, twenty dollars ($20.00) per unspayed or unneutered animal. The owner of any such dog or cat found within the corporate limits of the City of Poplar Bluff to be without a license will be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00). The owner of such vaccinated dog or cat shall be required to take such steps as are necessary to assure that the license tag is securely fastened to the dog or cat collar, harness or choke chain which shall be worn by said dog or cat at all times.

Every license issued and required under the authority of this Chapter shall be effective from the date of issue and expire one (1) year from the date thereof.

Any person desiring a dog or cat license shall make application therefor to Poplar Bluff Animal Control or a duly appointed agent upon printed forms provided for such purpose, which applications shall state the name and address of the owner or keeper of such dog or cat and the name, breed, color and sex of the dog being licensed.

A. 
Animal Control or their designated agent shall not issue any license or license tag for any dog or cat until the owner or person in charge of such dog or cat shall have obtained and presented to the Collector or his/her designated agent a certificate from a veterinarian licensed to practice veterinary medicine in the State of Missouri that such dog or cat has been vaccinated for rabies and that such vaccination is effective for the year in which the license is to be issued.
B. 
A dog brought into the City which has been vaccinated in accordance with the requirements of this Chapter shall be registered in the City within thirty (30) days of initial entry into the City. All other dogs brought to the City from Butler County shall be vaccinated and registered immediately. This registration shall be accomplished in either of the following ways.

All cats within the City of Poplar Bluff must be vaccinated for rabies and such owner or keeper shall, upon demand, produce a certificate from a veterinarian licensed to practice veterinary medicine in the State of Missouri that such cat has been vaccinated for rabies and the effective period for such vaccination.

Dog or cat licenses shall be issued by Poplar Bluff Animal Control upon application therefor, proof of vaccination against rabies and payment of the required fee.

Upon issuance of the license certificate, Animal Control shall issue to the owner a metallic tag for each dog or cat so licensed. The tag shall have stamped thereon the year for which it was issued and the number corresponding with the number on the certificate.

It shall be unlawful for the owner or person having control over or custody of any dog or cat to transfer such license tag from the dog or cat for which such tag was issued to any other dog or cat.

No refunds shall be made on any dog or cat license fee because of death of the dog or cat or the owners leaving the City before the expiration of the license period.

The City Manager, with the approval of the City Council, may enter into an agreement with any veterinarian licensed to practice veterinarian medicine in the State of Missouri under which said veterinarian would be authorized to accept the payment of the license fee and to issue said license. On such basis, the City Manager may enter into such agreements with more than one (1) veterinarian and may do whatever is necessary to provide the veterinarian with such documents and metallic tags as may be needed. Further, the City Manager may allocate three dollars ($3.00) of each ten dollar ($10.00) or twenty dollar ($20.00) license fee to the payment of the veterinarian's services as a designated agent for Poplar Bluff Animal Control, as the case may be with the remainder of collected fees to be provided to the City Collector on the first day of each month.

Any household shall be restricted to six (6) animals with any combination of animals. The total number of animals shall not include litters of dogs or cats; however, when the litter has reached sufficient maturity, the owner or custodian shall be required to limit the number of animals in the owner or custodian's possession to the maximum number of six (6) animals (to exclude livestock in rural or urban areas). Any person owning more than six (6) pets under the provisions of this Section 205.570 shall, upon enactment of this Section, be permitted to retain such pets, but shall not be permitted to own more than six (6) pets upon the death or transfer of ownership of such additional pets. The City Manager, with the approval of the City Council, may from time to time issue such regulations and enforcement procedures as are necessary to carry out the intent of Article V of Chapter 205.
