A permanent committee within the Historical Preservation Commission
will be appointed to process requests for historic markers to be placed
on local landmark and National Register of Historic Places properties
or within historic districts. The committee shall determine the eligibility
of each historic marker in order to maintain high standards of uniformity.
After study by the Historical Marker Committee, each request shall
be brought before the full Historical Preservation Commission for
consideration and approval.

Nominations for historical markers may be submitted by property
owners, civic organizations or interested citizens. If approved by
the Historical Preservation Commission, all costs involved in erecting
and maintaining markers shall be the responsibility of the owner of
the property or of the organization or individual placing the nomination.

Properties, districts or sites of events eligible for nomination
may include only those that are historically or architecturally important
to the history of Poplar Bluff in the majority opinion of the Historical
Preservation Commission.

All applications for historical markers must be historically
documented by the individual or organization placing the nomination.
Suggested language for the historic marker should be submitted with
the nomination. Properties less than fifty (50) years old generally
will not be considered for nomination except in special cases to be
determined by the Historical Preservation Commission.

Genealogical or family markers generally will not be considered
unless there is unique historical value associated with the site.

The Historical Preservation Commission will retain sole discretion
in approving or rejecting nominations for historical markers. The
Commission will determine the design, size and appropriate wording
for all future markers, which shall remain uniform and compatible
with those already in existence at the time of passage of this Article
August 19, 1996.

A.
The specifications for post-mounted historic markers shall be as
follows:
1.
Face size thirty (30) inches high by forty-two (42) inches wide;
2.
Copy must appear on both sides;
3.
Plate and rail color must be shading green;
4.
Letters and insignia color must be gold leaf;
5.
Poplar Bluff Historical Preservation Commission emblem must
appear at the apex of the marker;
6.
The marker must be mounted on a ten-foot post;
7.
Marker and mounting material may be purchased from a manufacturer
approved by the Historical Preservation Commission;
8.
Copy on the face of the marker should include the Historical
Preservation Commission emblem at the apex, property identification
below the emblem with two-inch letters, nine (9) to ten (10) lines
of copy consisting of one-and-one-half-inch letters, a donor line
below the copy with five-eights-inch letters and "Poplar Bluff Historical
Preservation Commission" as the last line with one-half-inch letters.
B.
Specifications for district, facade or wall-mounted historic markers.
1.
Community will determine the design, size and appropriate wording
for all future markers which shall remain compatible with those already
in existence at the time of the passage of this Article, August 19,
1996;
2.
Copy on one (1) side or both;
3.
Plate and rail color must be shading green;
4.
Letters and insignia color must be gold leaf;
5.
Poplar Bluff Historical Preservation Commission emblem may appear
at the apex of the marker;
6.
Marker and mounting material must be purchased from a manufacturer
approved by the Historical Preservation Commission.
