There is hereby created in and for the City a Plumbing Board.

A. 
The Board shall be composed of five (5) members as follows: a representative of the Water/Sewer Department, a professional engineer, a master plumber, a journeyman plumber, and an interested member of the general public.
B. 
In addition to the five (5) regular members, an alternate member shall be appointed to serve only if a quorum cannot be established for any meeting of the Board. Said alternate shall be a member of the interested general public.
C. 
The residential requirements for membership for said board, including any alternate, shall be identical to those for employees of the City of Poplar Bluff.

The members of the Board shall be appointed by the City Manager.

The members of the Board shall serve for terms of three (3) years each. Members shall be expected to attend all meetings of the Board and any Board member who shall fail to attend three (3) consecutive meetings without good cause shown shall be automatically dismissed.

The Board shall meet at such times as may be necessary for proper performance of its duties.

The Plumbing Inspector and/or the Plumbing Board shall decide all disputed questions pertaining to the installation of all plumbing devices and equipment hereinafter provided for in this Chapter. Decisions shall be governed by taking into consideration the City's currently adopted Plumbing Code and the standards recognized by the Plumbing Board concerning the safe and proper installation of plumbing devices and equipment.

No rule or regulation shall be promulgated without the discussion of the change at a public Plumbing Board meeting. Any deviation from the International Plumbing Code will require the approval of the Plumbing Board.
