The objective and purpose of the Parks Board in Riverside shall be to analyze existing and future needs of the community for future parks and recreation purposes in order to enhance the quality of life of Riverside residents. Created by the Board of Aldermen, the Parks Board functions in an advisory capacity with no budget authority.

A. 
The Board shall be composed of seven (7) citizen members with two (2) members from each ward, and one (1) at-large member. In addition, one (1) member of the Board of Aldermen will serve in an ex officio capacity.
B. 
The citizen members shall be appointed by the Mayor, with the approval of the Board of Aldermen.
C. 
The citizen members shall serve four (4) year terms.
D. 
Citizen members must be residents of the City of Riverside.
E. 
Citizen members will serve without compensation.
F. 
Any citizen member may be removed by the Board of Aldermen. Any member who misses four (4) consecutive meetings shall be considered to have resigned.
A. 
The Parks Board shall elect a Chairperson and Vice-Chairperson from among its members, each to serve for one (1) year or until their successors are elected.
B. 
There shall be a limit of three (3) successive terms to which an elected officer may be elected.
C. 
The Chairperson shall preside at all meetings of the Parks Board and shall have the duties and authority normally appointed to that office. The Chairperson shall have equal voice with other Parks Board members in the discussion of matters and shall have a vote on all matters.
D. 
The Vice-Chairperson shall have the same duties and authority as the Chairperson in the Chairperson's absence.
A. 
The Parks Board shall meet regularly.
B. 
The meeting is considered an open meeting and falls under all parameters of Chapter 610, RSMo., the Sunshine Law.
C. 
A quorum shall be the majority of the then-appointed Parks Board members in the event that one (1) or more vacancies exist. A meeting shall not be held in the absence of a quorum.
