All Charleston municipal parks shall be closed to the public each day from 10:30 P.M. until 6:00 A.M. the following day.

No person shall be in any municipal park during the hours said parks are closed as set forth above.

The City Manager hereby is directed and authorized to cause signs stating the respective closed hours of said parks to be posted in conspicuous places.

Any person violating any provisions of this Chapter shall be deemed guilty of an ordinance violation and shall, upon conviction, be punished by a fine of not less than five dollars ($5.00) nor more than five hundred dollars ($500.00), or imprisonment not exceeding three (3) months or by both such fine and imprisonment.

No person shall possess, consume, use or give away for consumption or use any intoxicating liquor or malt alcohol liquor (as defined in Section 600.010 of the City's Liquor Control Ordinance) within any Municipal park, except when such person has a valid and effective temporary permit for the sale of intoxicating liquor and malt liquor for consumption upon the premises where sold as provided in Section 600.140 et seq.

A. 
No person shall park, store or otherwise allow to stand within a public park any vehicle except upon designated roadways, parking lots or other areas designated by an official sign for parking such vehicles. The City Manager hereby is authorized to cause signs to be posted within public parks designating the areas where the parking of vehicles is prohibited and the areas where parking such vehicles is permitted.
B. 
Definition. As used herein, the term "vehicle" shall be construed to include but is not limited to an automobile, motorcycle, motorbike, all-terrain vehicle, truck, bus, motor home, recreational vehicle, trailer, boat, golf cart, tractor or other farm equipment, and construction equipment, except those vehicles owned or used by the City of Charleston, its employees, agents and contractors.
C. 
Violations And Penalties. Any person who violates the provisions of this Section, upon conviction, shall be deemed guilty of an ordinance violation punishable by a fine not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) or imprisonment not exceeding ninety (90) days, or both such fine and imprisonment.
