for handicapped only. Justified emergency stops shall not be considered
a violation of this Schedule provided that the owner or operator of
a disabled vehicle takes immediate necessary steps to have the vehicle
removed. All vehicles or other conveyances illegally parked in any
section of this prohibited parking area may be issued a citation and
the vehicle, trailer or other conveyance may be towed and impounded
at the owner's expense.
