The Zoning and Planning Commission of this City shall consist
of not more than fifteen (15) nor less than seven (7) members, including
the Mayor if the Mayor chooses to be a member, a member of the Council
selected by the Council if the Council chooses to have a member serve
on the Commission, and not more than thirteen (13) citizens appointed
by the Mayor and approved by the Council. All citizen members of the
Commission shall serve without compensation. The term of each of the
citizen members shall be for four (4) years, except that the terms
of the citizen members first appointed shall be for varying periods
so that succeeding terms will be staggered. Any vacancy in a membership
shall be filled for the unexpired term by appointment as aforesaid.
The Council may remove any citizen member for cause stated in writing
and after public hearing.

At the first (1st) meeting of the Zoning and Planning Commission
in January of each year the Commission shall elect a Chairman, Secretary
and such other officers as may be appropriate; and the Commission
shall adopt or readopt such by-laws and rules of procedure, not inconsistent
with State law, this Code or other ordinance, as they may deem expedient
for the transaction of their business.

The Zoning and Planning Commission shall meet in regular session
at least once each month and at such other times as they need be convened
by the call of the Chairman of the Commission; and on all matters
referred to them by the City Council, they shall report back to the
Council the progress of all matters before them at the next regular
meeting of the Council immediately following the last regular or special
meeting of the Commission.

The Zoning and Planning Commission shall have the powers and
perform the duties specified for Municipal Zoning and Planning Commissions
in Chapter 89, RSMo., and as may be prescribed for them in this Code
and in other ordinances and resolutions of the City Council.
