Pursuant to the Municipal Public Utility Law and the power invested in such utility created by Ord. No. 10-86 of 1986, there is hereby created the following charges for water service and sewer service as follows:
A. 
Water and sewer service. Charges and rates for water and sewer service shall be determined each year prior to April 1 by the Water and Sewer Utility of the Borough of Longport, and shall be on file with the Borough Clerk. In the event that no such determination is made prior to April 1 of any year, the current determination effective March 31 of that year shall be deemed to have been adopted by the Water and Sewer Utility for the ensuing year. The Water and Sewer Utility may amend any determination during the year, provided that any amendment does not retroactively increase water and sewer service charges for bills sent prior thereto. All municipal buildings and facilities are exempt from all water and sewer charges.

B. 
Unit designations. The Water and Sewer Utility of the Borough of Longport shall, on a yearly basis, review the unit designation for each of the uses within said Borough and make a determination accordingly. The unit designation shall be available for review by any Borough citizen at any time, from the Borough Clerk's Office. Unit designations, as follows, shall be the equalization basis for determining operational cost billing and excess water and sewer usages:

C. 
Terms of payment. All bills for service under the schedules are to be rendered annually or at the option of the municipality, and such bills are due and payable in full within 30 days from the date rendered.

Terms of payment. Payment for the installation of the aforementioned services shall be in advance and shall accompany the application thereof.
D. 
Miscellaneous charges.

(1) 
Inspections of water reconnections and sewer reconnections.
(a) 
Water reconnection inspection charge: $25.
(b) 
Sewer reconnection inspection charge: $25.

Meter charges (includes meter, meter pit, pit lid, curb box, packing joint and adapter).

No single-family residential structure shall be serviced with greater than a one-inch meter.

Water and sewer disconnect charge: $225.
(3) 
Discharges to sewer lines from groundwater remediation projects shall be charged per gallon at the current Atlantic County Utility Authority (ACUA) treatment rates. The rate shall be determined from the yearly rate per million gallons billed to the municipality. The remediation company shall be required to provide an estimate to be provided by the remediation consultant of proposed discharge to the municipal Public Works Department and pay the required fee based on that estimate. During the remediation process, the remediation company shall provide a meter to measure the gallons of discharge and provide same to the Public Works Department upon completion of the remediation. During the remediation, the Public Works Department shall be permitted access to the meter to obtain independent readings. Should additional gallonage occur above the provided estimate, the remediation company shall be required to provide the additional cost as determined above. All discharges for remediation projects shall be through existing sewer service connections. Should a new connection be necessary, the charges and procedures for a new service shall be as determined elsewhere in this chapter. Before any discharge is permitted, the remediation contractor shall provide a copy of approval to accept from the ACUA, fill out the required permit from the Public Works Department, and provide the necessary fee. No discharge will be permitted without specific approval by the Public Works Department.
