The following words, terms and phrases, when used in this Article, shall have the meanings ascribed to them in this Section, except where the context clearly indicates a different meaning:
AFFECTED WITH RABIES
Infected with the rabies virus as determined by standard laboratory testing.
CAT
All animals of the feline species, both male and female.
DOG
All animals of the canine species, both male and female.
EXPOSED TO RABIES
When bitten by, or fought with, or has come in close contact with a dog or other animal shown to be infected with the rabies virus as determined by standard laboratory testing.
IMMUNIZED
Immunized against rabies at the expense of the owner or custodian by the administration of antirabic virus by a licensed veterinarian.
KEEPER
The owner or person in charge of any cat or dog.
RABIES
Hydrophobia.

A. 
Any person owning, controlling, possessing or having the management or care, in whole or in part, of any animal susceptible to rabies which has bitten or scratched any person or animal shall cause any such animal to be placed, for a period of ten (10) days after such biting or scratching occurs, under the continual custody and supervision of a duly licensed veterinarian.
B. 
Within twenty-four (24) hours after receiving notice of such biting or scratching, such owner or keeper shall deliver to the Police Department, evidence in writing that such animal has been placed under the supervision of a duly licensed veterinarian.
C. 
Upon the expiration of such ten (10) day period, such owner or keeper shall furnish to the Police Department, evidence in writing from such veterinarian stating whether or not such animal had or has rabies.

Whenever rabies becomes prevalent in the City, the Board of Aldermen shall, according to the necessity of the case, upon motion, direct the Mayor to issue a quarantine order requiring every keeper of any dog or cat within the City to either kill or impound his/her dog or cat or to have such dog or cat immunized. Such order shall be published once in a newspaper in the County in which the business of the City may officially be published.

Whenever any quarantine order is issued, it shall be the duty of all Police Officers within the City to kill all dogs or cats found running at large except those which have been immunized.

Any keeper of any dog or cat which has had any substantial exposure to rabies shall upon failure to kill such dog or cat or to keep such dog or cat impounded or to have such dog or cat immunized, in addition to the penalties prescribed by Section 100.080, shall be liable for all damages that may result from the actions of any such exposed dog or cat.

Whenever in the judgment and opinion of the Board of Aldermen the public health or safety shall require it, the Board of Aldermen shall, upon motion, direct the Mayor to issue an order declaring it unlawful for the keeper of any dog or cat to permit such dog or cat, whether immunized or not, to go off the premises of such keeper unless securely tied or led by a line or leash. Such order shall be published in the manner provided in Section 210.280.
