A.
In
seeking to subdivide land into building lots or to dedicate streets,
alleys or land for public use or to subdivide land into building lots,
together with the dedication or reservation of public or private streets
respectively, the preliminary plat shall be submitted at a scale of
one hundred (100) feet to the inch or larger scale and shall show:
1.
The location of present property, Section, U.S. Survey and Congressional
Township lines and lines of incorporated areas, sewer districts, public
water supply and drainage districts, school districts and other legally
established districts, streets, buildings, watercourses, tree masses
and other existing features within the area to be subdivided and similar
facts regarding existing conditions on land immediately adjacent thereto;
2.
The proposed location and width of streets, alleys, lots, building
and setback lines and easements;
3.
The location of open surface water drainage channels, together with
information regarding any necessary widening, straightening, surfacing
or other improvements of such channels, as well as similar data regarding
the location, size and type of construction of any culverts, bridges
or underground facilities for disposing of either storm water or sanitary
sewage; data regarding the area served by the facilities, the estimated
volume of runoff and other similar information shall accompany the
plans; any easements necessary to accommodate the sewers or storm
water drains or underground construction shall be provided on the
plat and the subdivider shall also give satisfactory assurance to
the Board of Aldermen that the improvements necessary to accommodate
the disposal of both storm water and sanitary sewage shall be made;
4.
The title under which the proposed subdivision is to be recorded
and the name of the subdivider platting the tract;
5.
The names and adjoining boundaries of all adjoining subdivisions
and the names of record owners of adjoining parcels of unsubdivided
land;
6.
Contours with intervals of five (5) feet or less referred to sea
level datum;
7.
North point, scale and date;
8.
Any zoning districts that affect the property to be subdivided;
9.
Grades and profiles of streets and plans or written and signed statements
regarding the grades of proposed streets and the width and types of
pavement, location, size, type of sanitary sewers or other sewage
disposal facilities, water mains and hydrants and other utilities,
storm water drainage facilities and other proposed improvements, such
as sidewalks, plantings and parks, and any grading of individual lots.

A.
The
Planning and Zoning Commission shall study the preliminary plat to
see if it conforms with the minimum standards and requirements of
this Code or other ordinances of the City and shall approve or reject
such plat within sixty (60) days after submission of the plat to the
Commission. The "date of submission", for purposes
of this Section, shall be defined as the date of the first (1st) regular
meeting of the Planning and Zoning Commission at which the preliminary
plat is first reviewed by the Commission. If the Commission does not
act within said sixty (60) day period of time, the preliminary plat
shall be deemed to be approved by the Commission and shall be forwarded
to the Board of Aldermen for their review.
B.
If
the Planning and Zoning Commission does not approve the preliminary
plat of the subdivision, the Board of Aldermen may approve the preliminary
plat only by a two-thirds (⅔) vote of the membership of the
Board of Aldermen.
C.
Approval of the preliminary plat by the Commission and/or the Board of Aldermen does not constitute an acceptance of the subdivision final plat. Preliminary plats not containing all of the data specified in Section 405.130 shall not be approved by the Planning and Zoning Commission and the Board of Aldermen.
