The following words, terms and phrases, when used in this Chapter, shall have the meanings ascribed to them in this Section, except where the context clearly indicates a different meaning:
FAMILY POOL
A swimming pool used or intended to be used solely by the owner, lessee or tenant of single-family residential property upon which such pool is located and his/her family and by friends invited to use it without payment of any fee.
SWIMMING POOL
A body of water in an artificial or semi-artificial receptacle or other container, whether located indoors or outdoors, used or intended to be used for public, semi-public or private swimming by adults or children or both adults and children, whether or not any charge or fee is imposed upon such adults or children, operated and maintained by any person, whether he/she is an owner, lessee, operator, licensee or concessionaire, exclusive of a family pool as defined in this Section and shall include all structures, appurtenances, equipment, appliances and other facilities appurtenant to and intended for the operation and maintenance of a swimming pool and also all swimming pools operated and maintained in conjunction with or by clubs, motels, hotels and community associations.
WADING POOL
Any artificial body of water not less than four (4) nor more than thirty-six (36) inches in depth and not containing over six hundred seventy-five (675) cubic feet of water which is intended to be used for wading purposes.

A. 
Before work is commenced on the construction of a swimming pool or on any alteration, addition, remodeling or other improvement to a swimming pool, an application for a permit to construct and the plans and specifications and pertinent explanatory data shall be submitted to the Building Official for approval, and no part of the work shall be commenced until the Building Official has granted such approval by a written permit to construct and has further evidenced its approval by a suitable endorsement upon such plans and specifications. No department of the City charged with the duty of issuing permits for building, plumbing or electrical work, for sewer connections or for other work in connection with the construction of a swimming pool or the construction of any alteration, addition, remodeling or other improvement to a swimming pool shall issue a permit for a swimming pool until the plans and specifications therefor have been thus endorsed by the Building Official. The Building Official shall review such plans and specifications to determine whether they comply with the provisions of this Chapter and with reasonable standards of swimming pool construction for the protection of the public safety, health and morals as prescribed by this Code or other ordinance and by any rules and regulations promulgated by the Building Official pursuant to this Chapter.
B. 
The application to the Building Official for a permit to construct a swimming pool or family pool or to construct any alteration, addition, remodeling or other improvement to a swimming pool or family pool shall be submitted in such forms and be supported with such information and data, as well as plans, specifications and pertinent explanatory data, as required in this Section or by any rules and regulations promulgated under this Chapter.

A. 
Plans, specifications and pertinent explanatory data required to be submitted in connection with an application for a permit to construct a swimming pool or any alteration, addition, remodeling or other improvement to a swimming pool shall comply with the following requirements and include the following plans and information as well as such other data as may be reasonably required by the Building Official:
1. 
Plans shall be drawn to scale indicating all dimensions, including the length, width, depth and width of the pool deck, and shall include a plot plan showing the proposed location;
2. 
A profile plan showing the same information shall also be required;
3. 
A cross section and description of scum gutters or skimmers, or both;
4. 
Pipe diagrams showing size of all pipes, inlets, outlets, make-up water lines, vacuum lines, wastes and discharge lines, circulation and other piping;
5. 
The pool equipment room layout showing filters, their location, pumps, chlorinators, chemical feeders, flow meter gauges, sight glass, strainers, hair and lint interceptors, dimensions of filter room, its location, floor drain, sumps and other pertinent information;
6. 
The liquid capacity of the pool;
7. 
The liquid capacity of any wading pool;
8. 
The kind, number and size of filters, including the square footage of the filter area in each unit;
9. 
Top capacity in gallons per minute;
10. 
A description of chemical feeders for soda ash and alum;
11. 
The type, kind and description of chlorinator;
12. 
A description of the gauges and water flow meter; and
13. 
The type and range of testing equipment, including chlorine.

Any permit granted under this Chapter may be suspended or revoked by the Building Official for failure of the permittee to comply with the provisions of this Chapter, any rules or regulations promulgated under this Chapter or of any other applicable ordinances of the City; provided that such permittee may appeal such suspension or revocation to the Board of Aldermen by notice in writing to the Board of Aldermen requesting a hearing, at the next regular meeting of the Board, upon the determination made by the department.

The provisions of Sections 510.020 through 510.040, 510.110 through 510.140, 510.160, 510.190 through 510.240, 510.290, 510.300, 510.380, 510.390, 510.440, 510.530 and 510.540 shall apply to family pools and wading pools.
