It is the purpose of this chapter to adopt the 2012 edition of the International Property Maintenance Code, as promulgated by the International Code Council, regulating and governing the conditions and maintenance of property, buildings and structures by providing the standards for supplied utilities, facilities and other physical conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures; and providing for the issuance of permits and collection of fees therefor.
The International Property Maintenance Code, 2012 edition, as published by the International Code Council, and all previous and future amendments thereto, is hereby adopted by the Township and its provisions will be effective from the effective date of this chapter. A copy of the International Property Maintenance Code, 2012 edition, shall be kept in the office of the Township Clerk for inspection by the public.
Amendments to International Code:
A. 
Section 101.1. These regulations shall be known as the "International Property Maintenance Code of the Township of Putnam," hereinafter referred to as "this code."
B. 
Section 103.5 Fees. The fees for activities and services performed by the department in carrying out its responsibilities under this code shall be those as established by resolution of the Township Board.
C. 
Section 106.3 Presumption of civil infraction. A violation of this chapter shall be deemed to be a municipal civil infraction. If the notice of violation is not complied with, the Code Official may institute the appropriate proceeding at law or in equity to restrain, correct or abate such violation, or to require the removal or termination of the unlawful occupancy of the structure in violation of the provisions of this code or of the order or direction made pursuant thereto. Any action taken by the authority having jurisdiction on such premises shall be charged against the real estate upon which the structure is located and shall be a lien upon such real estate.
D. 
Section 106.4 Violation penalties. Any person who shall violate a provision of the International Property Maintenance Code or this chapter, or fail to comply therewith, or with any of the requirements thereof, shall be prosecuted in accordance with Chapter 55 of the Code of the Township of Putnam.
E. 
Section 112.4. Any person who shall continue any work after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine in an amount to be established by resolution of the Township Board.
F. 
Section 302.4 and Section 302.4.1 of the International Property Maintenance Code are hereby deleted from this code.

G. 
Section 304.14. From May 31 through September 30, every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved rightly fitting screens of not less than 16 mesh per inch (16 mesh per 25 mm), and every screen door used for insect control shall have a self-closing device in good working condition. H. 
Section 602.3. Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, to furnish heat for the occupants thereof shall supply heat from October 1 through April 30 to maintain a temperature of not less than 68°F (20°C) in all habitable rooms, bathrooms and toilet rooms. Section 602.4. Indoor occupiable work spaces shall be supplied with heat from October 1 through April 30 to maintain a temperature of not less than 65°F (18°C) during the period the spaces are occupied. (The remainder of this section shall be in effect as written.).
