The County Highway Department and County Highway Committee are appointed to administer this chapter.
A. 
The County Highway Department is authorized to administer this chapter and shall have the following duties and powers.
(1) 
It shall:
(a) 
Advise applicants of the provisions of this chapter; assist in preparing permit applications.
(b) 
Issue permits and inspect properties for compliance with the provisions of this chapter.
(c) 
Keep records of all official actions such as:

All permits issued, inspections made, and work approved.
A. 
The County Highway Department shall index and file all permit requests (those approved and denied) in a format to allow this information to be obtained by the public.
B. 
All available information in the form of maps, engineering data and regulations shall be readily available for distribution.
A nonrefundable charge for administration purposes shall be assessed by the County Highway Department based upon the following fee schedule as follows for anyone seeking permit under § 160-8:
A. 
Utilities within County trunk highway right-of-way:
(1) 
Off pavement utility fee: $50.
(2) 
Borings: $50 each.
(3) 
Open cut (cut through pavement): $325 each.
(4) 
After-the-fact permit: $75.
B. 
Transportation of loads of overweight and/or oversize on a County trunk highway:
(1) 
Overweight: $75.
(2) 
Oversize: $50.
(3) 
After-the-fact permit: $75.
C. 
Excavation, fill or to install a culvert pipe on a County trunk highway (see also § 159-24 relating to highway access permits and fees):
(1) 
Driveway new access: $150.
(2) 
Driveway alteration: $50.
(3) 
After-the-fact-permit: $250.
D. 
Transportation of loads in excess of posted weight on a County trunk highway:
(1) 
Single-trip: $50 each.
(2) 
Multi-trip: $150 maximum.
