It shall also be the duty of the Sexton to keep a complete register of the names and ages of all persons interred in the cemetery, with the date of such interment, nationality, birth and cause of demise, and such other particulars as may be required by the Board.

Any person owning a lot in the cemetery, shall have the privilege of ornamenting the same with flowers or plants, but he/she shall not plant any growing substance other than grass on said graves. No person owning a lot in the City Cemetery shall be permitted to fill his/her lot above the natural elevation of the lots adjoining his/hers, nor grade same in any manner that will injure the appearance, usefulness or value of the adjoining lots. In order to keep the grounds orderly and having a uniform appearance, any decoration or ornament that deteriorates with time and elements will be removed from graves by cemetery personnel at their discretion. No stakes, fences or any other aboveground fencing shall be allowed, whether of material or living substance, to mark individual lots or graves.

The Board of Aldermen is hereby given sole power and control over the matter of planting shade and ornamental trees and shrubs on the roads, drives and avenues of the cemetery and of otherwise ornamenting same.

Hours of visitation at the cemetery shall be from sunrise to sunset. It shall be unlawful for any person, in any manner to deface, destroy or injure any tombstone or monument, tree or shrub in or on the cemetery grounds, or to break or tear down any fence or gate on the cemetery property. It shall also be unlawful for any person to disobey the requirements or order of the Sexton on funeral occasions, or other occasions, by driving his/her vehicle upon any grounds of the cemetery, except the established avenues, roads and driveways. It shall be unlawful for any person to discharge firearms or any other loud explosive charges in the cemetery and it shall also be unlawful to be on the grounds for the purpose of stalking, hunting or otherwise pursuing wildlife.

All lots endowed with perpetual care shall, when the money is received, be caused to have a certificate issued upon them from the Board of Trustees of the Perpetual Care Board, signed by the Mayor and the Secretary. The Clerk and the Sexton shall make the appropriate entries on their ledgers or registers.

A. 
There is hereby created and established a Board of Trustees for the management and operation of the Seneca Cemetery. The Board shall consist of twelve (12) members with at least one-half (½) of the members being residents and qualified voters of this City. All members shall be appointed by the Mayor to the Board, and with the consent of a majority of the Board of Aldermen of the City. At least one (1) of the members of the Board of Trustees shall be a member of the Board of Aldermen of the City. Upon appointment, the members of the Board of Trustees shall hold office for a term of two (2) years.

The Board of Trustees shall have supervision of the Seneca City Cemetery, including the construction, improvements, digging of graves, operation and maintenance of said cemetery, and sale of burial lots. Said Board of Trustees shall make reports of its business transactions to the Mayor and Board of Aldermen, setting forth a concise form of receipts and disbursements in connection with the operation and maintenance and sales of lots of said cemetery. Said report shall be made on the first (1st) day of June and on the first (1st) day of January for each and every year hereafter.

Said Board of Trustees shall make such other rules and regulations as it may deem proper, and prescribe the duties to be performed by the sexton and its employees, as is not provided for herein.

There is hereby created the office of Sexton for the City Cemetery, who shall be employed by the Board of Trustees with the consent of the Mayor and the majority of the Board of Aldermen of the City, and who shall hold office at the pleasure of the Mayor and the Board of Aldermen.

A. 
It shall be the duty of the Sexton to see that the City Cemetery is kept properly fenced and clean and in good condition. It shall also be the duty of the Sexton to see that all burials in said cemetery are done in a proper manner.

The Sexton shall number each lot laid off by placing a substantial mark at the corner thereof. He/she shall dispose of each burial lot for a sum as from time to time may be established by said Board, and upon the sale of each lot or grave, it shall be the duty of the Mayor to convey to said purchaser the title of said lot or grave by certificate, signed by the Mayor and countersigned by the City Clerk under the Seal of the City, specifying that the purchaser to whom the same is issued, is the owner of the lots described therein by the numbers, as laid down upon the official map or plat of such cemetery. The Board of Trustees shall designate a place of burial of indigent persons.
2. 
The Sexton shall require parties who own their own burial lots to keep the same free and clean from rubbish and weeds. He/she shall have authority to remove any tree that may be detrimental to the cemetery.
3. 
No person or persons shall remove any flowers or other decorations from any lot or remove any body buried in said cemetery or cause to be dug a grave without the consent of the Sexton, or destroy or deface, any grave, stone, monument, tree or other thing within said City Cemetery.
