Parking and loading regulations are established to alleviate
or prevent congestion of the public right-of-way, to provide for the
parking and loading needs of uses and structures, to enhance the compatibility
between parking and loading areas and their surroundings, and to regulate
the number, design, maintenance, and location of required off-street
parking and loading spaces and access driveways and aisles.
When the use of a building or site is changed or the intensity
of use is increased through the addition of dwelling units, gross
floor area, capacity, or other unit of measurement used for determining
parking and loading requirements, parking and loading facilities shall
be provided for such change or intensification of use as specified
in this chapter.
Existing parking and loading facilities shall not be reduced
below the requirements for a similar new use or, if less than the
requirements for a similar new use, they shall not be reduced further.
Except as provided for by Part 500-400, General Provisions (Temporary
Outdoor Sales), required parking and loading spaces and the driveways
providing access to them shall not be used for storage, display, sales,
rental, or repair of motor vehicles or other goods or for the storage
of inoperable vehicles or snow.
