A. 
No person shall place or cause to be placed in or upon any street, alley, sidewalk or other public place any article or thing so as to obstruct or hinder the free passage of any person or vehicle over or along such street, alley or other public place.
B. 
No person shall suspend any merchandise or other article in front of any store, or house more than two (2) feet from the wall thereof at any height above the pavement, nor place or throw or cause to be placed or thrown upon any sidewalk or other public place any article or thing whatever so as to obstruct the same, nor upon any such place expose or offer any merchandise or other property for show or sale by auction or otherwise. This Section does not apply to any person permitted to occupy the sidewalk for building purposes.

No person shall keep or leave open, or permit to be kept open the grating of any vault or the door of any cellarway on any sidewalk attached to or belonging to any premises owned, occupied or controlled by him/her, or permit any vault, grating or cellar door to become and remain in such insecure condition as to endanger persons, vehicles or animals.

No person shall burn or cause to be burned any paper, garbage, limbs, shrub trimmings, leaves, trash, or rubbish of any kind, nature, or description on any paved public street within the City.
