A Planning Commission is hereby created which shall consist of eight (8) members who shall be appointed by the Mayor and approved by the Council, one (1) member of the Council, the Mayor and the City Engineer, making a total of eleven (11) members. The terms of the eight (8) citizen members shall be four (4) years each after the terms of the initial members.

The Commission shall meet at a regular time and place as established by rule and shall elect a Chairman, Vice-Chairman and Secretary from among the eight (8) citizen members. The term of the Chairman, Vice-Chairman and Secretary will be for one (1) year with eligibility for reelection.

The Commission shall be guided by and act under the applicable laws of the State. The Commission shall report on any and all proposed changes in the Zoning Code when adopted, shall review all proposed subdivisions of land when a subdivision ordinance is adopted, and may recommend plans and physical improvement programs for the City to the Council.
