Signs with directional arrows to any casino and to any meeting place for any religious organization shall be installed by the City on the City's existing street identification signs upon the request of such casino or religious organization.

The signs authorized hereby shall be approximately six (6) inches in height and twenty-two (22) inches in length. The directional signs to any casino shall be maroon in color and contain a directional arrow and the word "Casino" on them. The directional signs to any meeting place for any religious organization shall be blue in color and contain a directional arrow and the name of the religious organization requesting the sign.

No more than twenty (20) signs shall be allowed for a casino. No more than two (2) signs shall be allowed for each religious organization.

Signs authorized pursuant to this Article shall be located only in areas of the City zoned for business or industrial use. The applicant for any such sign may request the location it desires for the sign, however, the actual location for any sign shall be determined by the City Code Enforcement Officer.

A. 
Application may be made for the placement of signs authorized hereby to the City Code Enforcement Officer. Such application shall contain the following information:
1. 
The name and address of the applicant.
2. 
The number of signs desired.
3. 
The desired location for each of the signs.
4. 
In the case of a religious organization, the name the organization desires to be imprinted on the sign, subject to physical limitations on the number of characters that may be placed upon the sign.
B. 
The application shall be accompanied by payment for each of the signs requested in an amount equal to the cost of the signs to the City, including the estimated cost of installing the signs. Upon receipt of the application, the Code Enforcement Officer shall determine the locations for the placement of the signs so as to most efficiently direct tourists to the destination. After the location for the signs has been determined, the Code Enforcement Officer shall purchase signs with appropriate directional arrows. Upon obtaining the signs, the City Street Department shall install the signs at the locations specified by the Code Enforcement Officer, provided however, the City shall not post any directional signs to a casino until such time as the casino is licensed to operate by the State of Missouri. The signs shall be the property of the City.
